Definition of academic programmes and fund raising for construction of National School of Arts Client: EC-EuropeAid
Interest in culture and the arts in Botswana has recently increased significantly, both nationally and globally. The Botswana Society for the Arts (BSA) is a non-profit Non Governmental Organisation (NGO) registered in 1996 whose mission is to promote Botswana culture, especially in the field of the visual and performing arts. The BSA is acutely aware of the abundance of local talent that has so far remained unexploited. The building of the School of Arts will give people the opportunity to discover and develop their talents, in both the visual and performing arts, and to compete on an equal footing with international artists, both locally and internationally.
The global objective is to contribute to the establishment of the first National School of Arts in Botswana (including its first purpose-built theatre). The specific objectives consist to carry out a Needs Assessment to inform a blueprint for the development of a programme of courses for the Botswana National School of Arts and to identify potential sources of funding for the construction and sustainability of the School.

Formulation of a conservation and recovery draft of two archaeological sites of Baalbeck and Tyre. The restoration aspect includes the consolidation of structures and the restoration of surfaces and materials.
The recovery aspect provides the infrastructure for visitors and design a plan of the territory in order to improve the presentation of archaeological areas concerned.
The presentation aspect consider a museum draft in Tyre.

Consultancy Services for streets rehabilitation and furnishing, landscaping, and buildings surveys in the city core of Ajloun and Jarash bus terminal development project Client: World Bank- Ministry of Tourism and Antiquities
The project development objective is to contribute to cultural and eco-tourism development in the city of Ajloun by endowing this historic city with a revitalized and well functioning urban centre, improving liveability, social cohesion and municipal governance.
The development strategy of the project aims at:
- creating attractive venues for Ajloun community and Ajloun visitors to enjoy and interact within Ajloun city core and along the path from Anjara to the castle. Focus will be based on achieving balanced interchange between urban and rural characters;
- preserving and protecting the natural landscape of Ajloun from urban sprawl and deforestation. Special emphasis will be given to the natural and cultural landscape surrounding the castle, as it represents a main historical and natural asset for the Jordan population and the future tourism development;
- enhancing tourism development by facilitating investments in eco-friendly tourism activities in proper regulated city zones;
As a consequence, this assignment is concerned with three components which are strictly interrelated: i) regeneration of the city core of Ajloun to improve the quality of urban spaces and economic activities; ii) access to the natural area of the Wadi al Tawaheen and reorganization of the nearby bus terminal; iii) and rehabilitation of the road leading to Anjara and from there to Jerash and Amman.

Zhejiang Urban Environment Project - Technical Assistance - Package E - Heritage Conservation In Urban Upgrading And Social Assessment Client: World Bank
Heritage Conservation in Urban Upgrading and Social Assessment is part of a larger infrastructure upgrading project (Zhejiang Urban Environmental Project (ZUEP), financed through a World Bank loan of 133 millions dollars) which in Shaoxing includes two main sub-components: (i) realignment of water environment of the inner-city rivers and (ii) infrastructure and sustainable conservation and reuse of the historic built environment and upgrading in the five heritage conservation areas. The project includes technical assistance to Shaoxing Municipality on: i) The management and the technical process of sustainable heritage conservation in urban upgrading for the five conservation precincts; and ii) Social Assessment in Four Precints. The main objective of the project are: i) to undertake project-based work, related to the management and practice of heritage conservation planning, architecture, design and upgrading construction, and ii) to incorporate conventional modern materials and design in construction in the context of the historical environment, and iii) to strengthen project management, in conjunction with a structured training program. The training would be in the form of participatory workshops in Shaoxing to develop the best local practice.

The Georgian National Museum (GNM), established in December 2004, unifies ten of the Georgia’s most important museums and two research institutions. The GNM’s highest aim is to play a key role in the cultural life of the country through hosting exhibitions and presenting Georgia’s impressive cultural heritage to the outside world. GNM’s strategic goal is to organize various exhibitions from the other countries in Tbilisi. This will be possible only if the institution is able to host valuable collections - in terms of having internationally required security, keeping condition, and management, this means that the Museum should meet highest international standards of its facilities.
The GNM intends to implement the Twinning Project Fiche with the support of public Technical Assistance provided by an EU Member State peer Administration.

The global objective of the assignment has been to assist the Delegation of the European Commission to India in the Formulation phase of the programme Indian Culture for Development.
The purpose of the mission consisted into confirm the relevance and feasibility of the project idea as proposed in the Identification Fiche and further:
- Consolidate linkages with the government strategy for the development of the culture sector
- Elaborate on ownership (GoI and target beneficiaries) and sustainability of programme’s results
- Elaborate on appropriate indicators which will enable an effective monitoring tool: fine-tune the logical framework
- Prepare a detailed programme design, including furthering management and coordination arrangements, financing plan, cost-benefit analysis, risk management, monitoring, evaluation and audit arrangements;
- Draft the Programme’s (i) Action Fiche, (ii) technical and administrative provisions, and (iii) the relevant documents for the launching of the Call for Proposals’.

Supervision of Refurbishment and Restoration of Religious sites in Prizren-Kosovo UNMIK Client: European Agency for Reconstruction
In 2004 civil unrest occurred throughout Kosovo which led to the destruction of property belonging to the Serbian minority in Kosovo and to 34 religious sites belonging to the Serb Orthodox Church. The Kosovo Government (PISG) recognised the serious effect of this damage and pledged funds to support the rehabilitation and the rebuilding of property. Two key religious sites have been identified to receive the funding, these being the Episcopal residence and the Seminary of St. Cyril and Methodius, both in Prizren. Our consultancy consists in supervising the restoration works of the 2 ancient buildings.

Technical assistance to the Ministry of Culture and to the Ministry of Tourism in order to study and develop a strategy and action plan for an integrated development of Cultural Industry and Cultural Tourism in the area of Bahia de Todos los Santos to be financed by the IABD.
Services included a detailed analysis of the present situation in the project area, identification of new integration opportunities among Cultural and Tourism Industry, and definition of an Action Plan including concrete priority projects for promoting cultural tourism development. Main objective of the project is an integrated development of tourism and cultural industry in Bahia, through cultural promotion and a diversification of tourist products.

The main goal of Istanbul Seismic Risk Mitigation and Emergency Preparedness Project (ISMEP) is to assist the Government of Turkey in mitigating the seismic risks associated with the cultural and historical property (heritage) in Istanbul and to further strengthen the capacity for pro-active measures in order to mitigate the damaging and devastating effects of future earthquakes on cultural and historical property (heritage buildings) and other historical and cultural structures and assets in Turkey such as, museums. This is expected to be achieved through inventorization and earthquake performance evaluation of structures of cultural and historical value in Istanbul owned or used by the Ministry of Culture and Tourism.

The Cultural Heritage and Urban Development (CHUD) Project is an initiative undertaken by the Government of Lebanon (GoL), with the purpose of protecting, rehabilitating, and revitalizing selected Lebanese archaeological and core historical sites. Tyre is known for its treasured archaeological, but the historical city surrounding these sites and located on the peninsula has been heavily impacted by the civil war, and by the consequential construction of illegal high-rise buildings.
The CHUD project supports such investments, the expected impacts of which would be a considerable improvement in the liveability of Tyre to its residents and an increased number of visitors who in turn would generate increased opportunities for local small and medium size businesses.
The objective of this consultancy is to carry out the detailed engineering design and tender documents of future interventions.

Support to the Gansu Cultural Heritage Infrastructure and Management Project Preparation Client: World Bank
The Gansu Provincial Government aims, through this project, to revitalize the tourism sector in the province in order to promote local economic development and alleviate poverty. To achieve this, ownership of the sites and revenues from tourism are expected to remain at the local level, with the Provincial Government providing coordination and establishing standards for tourism management at all sites in the province. The project includes infrastructure and environmental management investments at a carefully selected set of priority tourism sites, which include several significant cultural and natural relics, and ethnic communities where culturally-sensitive ethnic tourism parks are proposed.
ARS Progetti supported the World Bank Team leader during the identification, preparation and appraisal stage of the project, giving expertise in the sector of Cultural Heritage and Tourism.

Technical Assistance for the Project Rehabilitation of the St. Peter and Paul Cathedral Client: EC-Europeaid
St Peter and Paul Cathedral in Paramaribo is the largest wooden church of South America. The whole historic center of Paramaribo is inscribed in the WHC list of UNESCO. The services provided by ARS Progetti are divided in 3 phases, as follows:
Pre-conservation phase, which covers the review and revision of the technical specifications comprising the development of a concept of conservation in line with internationally adopted standards, the update of the costs estimates for the execution of the works and the update of the complete tender for works;
Tendering phase which covers the assistance during the site visit and the assistance during the evaluation of the contractor bids and the drafting of a tender evaluation report;
Supervision phase, which covers the supervision of the works including, among others, inspection, checking, and testing of workmanship and materials, to ensure proper construction and administration of the works.

Kasr El Said was the Palace of the Tunisia beys. The Project intends to restore the palace to its ancient magnificence and to turn it into a new historical museum of Tunisia, covering the period of ottoman conquest to independence in 1964. ARS Progetti carried out the complex design of conservation measures, adaptation, new extension structures, museum organization and exhibition, visitors’ services, internal rearrangement.The objectives are the following:· to ensure the complementarity of the 2 Museums Bardo and Ksar Said;· to restore and highlight Ksar Said Palace as historical monument, including the decorations, releasing it from the following addings;· to re-organize the existing spaces and setting up of new spaces within the building in order to meet the requirements of the museum-graphic functions;· to work out a project that can be open to scenarios of realization through different functional steps, taking into consideration the various technical, environmental and financial constraints.

In 2003, Turkey and Bulgaria agreed to participate in an EC Cross-border Co-operation (CBC) Programme. Preparations are under way for the first programme that will cover the years 2004-2006. CBC is an ongoing process that will continue beyond 2006. Under the “Development and modernisation of cross-border infrastructures” measure, a project has been identified for implementation in the programming years 2004 and 2005 involving the restoration of the Ekmekçizade Caravanserai in Edirne and its conversion into a cultural, trade and business centre. The restored caravanserai will mainly serve the needs of the local communities on both sides of the border between Turkey and Bulgaria.The specific objectives of this assignment is to provide technical assistance to support the Office of the Governor and the Special Administration of the Province in Edirne to finalise the feasibility study for the restoration of the Ekmekçizade Caravanserai, and to prepare the works tender dossiers in line with EU procurement requirement (including technical specifications and technical drawings) for the restoration works.

The mission’s specific objective is to identify and formulate a comprehensive programme for EC support to the Judiciary Modernisation Programme in Syria. The mission is composed by an Identification Phase that provides 1) a brief assessment of the judiciary system in Syria in particular of the legal and regulatory framework and an examination of ongoing and planned Government of Syria and donor contributions; 2) Appraisal of the available alternative options of support; 3) Analysis and assessment of the different possibilities of institutional settings for the implementation of the programme; 4) Develop a concrete and detailed proposal for the project; 5) Prepare an Identification Report and a Draft Project Identification Fiche. The Formulation Phase describes a detailed feasibility analysis of the selected intervention strategy including risks and constraints linked to the project and a detailed definition of the chosen intervention strategy of the project.

The overall objective of the Non-State Actors Programme is to make the formulation and implementation of GoB policies, strategies, and related programmes more responsive to the needs of the population, including the marginalized and disadvantaged sections of the population. The project purpose is to enable NSAs to engage more effectively with Government and donor agencies in development processes.
The overall objective of the Ministry of Local Government Capacity Building Programme is to reduce poverty and improve the livelihoods of the poor and disadvantaged sections of the population, including youth and women. The project purpose is to strengthen the capacity of MLG (Department of Social Services) and Councils to promote community development and self-reliance.
The global objectives of the assignment are to provide the Government of Botswana and the European Commission with sufficient information to make an informed judgment about the performance and impact of the 9th EDF NSA and MLG capacity building programmes, and take decisions about any required changes to project scopes (such as objectives, duration, financing, TAs, management arrangements, etc). Furthermore it aims at providing support to GoB to the successful preparation of the 10th EDF programme "Empowering of Civil Society".

One of the objectives of the Program is to support the improvement of financial and human management of the ministries benefiting of the project, which includes among its activities the organization of training seminars in management of public finance.
The experts are responsible for preparing and running a seminar open to officials of the General Inspectorate of the State to present the foundations of the budgetary law, the finances laws and their contents, the procedure for the 'development budget, the implementation of the finance law, the chain of expenditure, the accounting for expenditure, the control of the budget implementation.

The regional strategy of the European Commission and Central America aims to support regional security in the context of the negotiations of an Agreement Association between the EU, Central America and the Customs Union. Governance and regional security is one of the key aspects of this strategy, as well as the strengthening of regional institutions and economic integration.
Global objective: to support the EC Delegation to Central America, the Central American Integration System (SICA) and the Committee of Police’s Chiefs of Central America in the technical and operational aspects to formulate a regional project on border security.
Specific Objectives: Develop a comprehensive report containing the analysis necessary to design the project and providing the essential elements for the preparation of the action fiche and the technical and administrative provisions of the draft.
Results: 1. Regional institutions strengthened and coordinated in the field of regional border security. 2. Land border police services more effective in preventing and stopping criminal actions of transnational organized crime and smuggling.

The OSCAR program was funded under the 9th EDF. The specific objective is the greater participation of CSOs in the development process in Benin by strengthening their capacities.
The overall objective of the mission was double. The consultants measured the results of the process initiated by the program through the objectives described in the Financing Agreement and also identified the relevant factors to be considered for the implementation of the Program Civil Society and Culture (PSCC), which is registered under the 10th EDF future program whose global objective is "strengthening the anchorage of CSOs and the cultural actors to local and national issues of development in a context of democratic governance".

The Support to Decentralisation Programme (SDP) promotes both institutional capacity building for local governance and improved access to social services by local populations in Uganda. The Programme combines support to developing a coherent national framework for decentralisation with a targeted capacity building of up to nineteen disadvantaged districts, all of them benefiting from previous EU decentralised co-operation interventions.
The Programme aims to make a contribution to sustainable and equitable development and poverty reduction through active participation of citizens in local development and improved governance by Local Governments with the purpose to improve the capacity of Local Governments in the selected 19 districts for effective and sustainable service delivery through empowering local populations to demand better services and to strengthen communication mechanisms and downward accountability towards Lower Local Governments, civil society and population at large.
The overall objective of this mid-term review is to assess the progress made to date, to identify constraints faced by the programme and to make recommendations for the implementation of the remaining programme period.

The focus of SRIP is to improve good governance and the quality of service delivery by the public service through more efficient and transparent management of public finances in six selected focal states.
The results to be achieved under the SRIP are:
- Transparent budgeting and expenditure processes that take account of past experience, reflect the policy priorities identified through political debate, and serve as a binding guide to their implementation, using the prudently estimated resources available.
- Citizens, through civil society organisations, can participate more effectively in the budget process, highlighting cases of corruption and business crime.

The situation in Malagasy prisons are very critical because of the poor condition of detention inherent in overcrowding, the difficulty to maintain hygiene and health acceptable and the insufficient quantity and nutritional quality of food served there. That is why the Ministry of Justice, whose main mission is to ensure transparent justice, equitable, close to the users, safe for investors and respectful of human rights, has established a matrix of reforms, in partnership with the European Union. Therefore, from one side to progress significantly in the short term improving the prison situation, and from the other side to establish a sustainable action program for the management of the prison environment, the Ministry has requested the support of two experts.
Under this project the expert is expected to help strengthen the respect for human rights in the prisons of Madagascar. Moreover, the expert is expected to contribute to effective and sustainable reform of the penitentiary system in Madagascar.

With reference to the National Indicative Program of Mauritania under the 9th European Development Fund, the NAO and the European Commission has decided to finance a Support Program for Civil Society and Good Governance (SPCS). The SPCS has four components validated by key stakeholders during the identification phase, namely: (1) improvement of local governance, (2) culture and civic dialogue on human rights, (3) structure of society and civil dialogue on national policies, (4) institutional framework conducive to interaction State - Civil Society.
The expected results of SPCS for the component 1 are the following: local governance is improved by implementing new forms of dialogue and collaboration between state and civil society (including communities and traditional authorities) for a sustainable local development and better governance. This collaboration also aims to promote women's participation in dialogue and decision-making.
The overall objective of the mission is to assist the Technical Evaluation Committee in the evaluation process of grant applications submitted by civil society organizations under the first call for proposals under component 1 of SPCS, civic culture and dialogue on human rights. The call for proposals concerns topics related to improving local governance.

A financial agreement signed in August 2004 between the Government of Madagascar and the EC has established the "Community support in the areas of good governance and strengthen the rule of law" of the 9th EDF, which the phase of operational implementation was completed on 30 June 2008. Its global objective is to promote good governance by strengthening the justice sector, modernizing the national police and supporting a good management of the customs sector.
The expertise required is primarily the final evaluation of the program mentioned above, as provided in the financial agreement. Second, the expertise also aims to identify new activities in the area of strengthening the rule of law in Madagascar, which will be scheduled within the 10th EDF.

The Support Program to Decentralization and Local Development in the region of Agadez (PADDL / AZ) is funded by the European Development Fund over a period of 4 years (8 March 2007 - 31 December 2011). The global commitment is 6,200,000 euro. The PADDL / AZ is part of the implementation of the decentralization reform, particularly the launch of the new issues of municipal elections in July 2004. It aims to strengthen the capacity of 11 municipalities in the Agadez region to play their role in the administration of local affairs and the promotion of local development. The global objective of the PADDL is to contribute to poverty reduction through the support to decentralization and local development in the departments of Arlit and Tchirozérine. The specific objective of the Program is to enable municipalities in the area of influence to accomplish their public service mission and facilitation of local development.

The Constitution of the DRC provides the implementation of the decentralization process that will contribute, through a gradual transfer of skills, to the development of local democracy. The provinces, according to Articles 2 and 226 of the Constitution, should rise from 11 to 26 in thirty-six months after the installation of political institutions, and play a central role in the new institutional architecture of the country.
The overall objective is to support the implementation of decentralization in the DRC.
The specific objective is the realization, in particular provinces, of the "political and institutional impact" and of the "participatory research" of a study on the impact of the territorial division of the provinces in the DRC.

It is an instrument of democratization, reconciliation, social integration, as well as a tool against poverty, sustainable human development and good governance.
The Country Strategy Paper and National Indicative Program for the period 2008-2013 (10th EDF) provides support to local governance and meets two overall objectives:
1. Contribute to strengthening the capacity of decentralized services, local actors and dislocated services of the State.
2. Contribute to the economic viability, to the promotion of local development and to financing the decentralization.
The specific objective of the mission is to ascertain the feasibility and to formulate a support program to the sector policy of decentralization and local governance.

The result 1 itself includes several activities: the reorganization of the status and careers of judges, the promotion of gender balance, capacity building of Justice, the support to the reform of the Courts of residence.
The specific objectives of the mission are the organization of a workshop on the control of justice in Burundi and a study for the establishment of a type of inspection.

Technical Assistance to conduct a local governance barometer assessment in Lesotho Northern districts Client: EC-EuropeAid
This assignment is launched under the LGNSP (Local governance and non-state actors Support programme). The programme aims at greater involvement and effective participation of NSA in local governments. It also aims at strengthening local government structures at District and Community Council level though a wide range of capacity building efforts.
The purpose of the assignment is to provide LGNSP with baseline data for measuring future impacts of the programme interventions. It also provided insights on where and how local governance can be improved at short, medium and long term. It enhanced the understanding of the importance of good governance at the local level and finally it created and initial platform for dialogue between the various stakeholders in the district to improve governance and to hold each other accountable. Used in combination with other studies commissioned by the LGNSP, the findings will form the bases of a multi-faceted institutional strengthening and change strategy.

The programme aims at greater involvement and effective participation of NSA in local governments. A cursory analysis of the past development planning efforts in Lesotho has revealed a lack of basic information for all stakeholders involved in district planning efforts. The purpose of the assignment is therefore the collection and collation of up-to-date, relevant, accessible and accurate information to be used as a baseline survey for further local interventions and as a planning tool at community and district level. In particular, the specific objectives are:
1. Compilation of community and district profiles for each of the LGNSP beneficiaries target Districts.
2. Production of community and district profiles booklets for each district (bilingual English/Sesotho) and other awareness /information material for dissemination at community and district level.

The support Program to the sovereignty organs and to the rule of law (PAOSED) is a program of € 6 million over 3 years with the aim to contribute at improving good governance and consolidation of the State Law in Guinea Bissau. The specific objective is to ensure a better functioning of the legislature, the judiciary, a better control of government activities and better access to justice for the people. The mission has been developed into two components:
A component of mid-term evaluation of PAOSED. The mid-term evaluation has provided decision-making bodies of the Government of Guinea-Bissau and to the services of external cooperation of the European Commission with sufficient information to:
1) have an overall and independent results of the program, with particular emphasis on the impact of actions against targets;
2) draw the main lessons of the intervention and make recommendations on its implementation for the years 2009 and 2010.

The European Development Fund (EDF) is the major part of development cooperation between the European Union and Guinea-Bissau and provides a significant resource for the State to carry out its policy of reducing poverty. The management and implementation of the EDF is up to the National Authorizing Officer (NAO), which is supported by Support Cell, consisting of experienced and competent staff and reinforced by the provision of national and international technical assistance.
The overall objective was to improve the effectiveness and efficiency in the functioning of the Community Aid in order to increase the impact thereof on economic development and poverty reduction in Guinea - Bissau.
The specific objectives were:
- Evaluate the performance of the Support Cell to the EDF-NAO - in particular, performance and value added of the Technical Assistance, both nationally and internationally - in its role of strengthening capacity of administrative and financial management and coordination of operations financed by the EDF.

Following the approval of the Partnership on Peace and Security, identification and preparation activities are required in order to move forward and to elaborate an EU programme of support for African training centres in the area of peace and security.
The purpose of this study is threefold:
In a first phase (desk study) the objective is to identify, on the basis of already existing documents and information, African training capabilities and training needs as well as existing bilateral and multilateral support programmes.
In a second phase (field study) the objective is to identify the most relevant training centres that could benefit in priority of EU support in order to best achieve the objective of enhancing the expertise of African personnel involved in conflict prevention and conflict management within the different levels of the African Peace and Security Architecture.
In a third phase the objective is to make proposals on the kind of support which is the most relevant and efficient for the selected centres, to specify the best method for delivering this EU assistance, to specify a preliminary programme budget and timeframe for implementation and to define a possible EU support programme encompassing all relevant elements required for a financing decision on the programme, including a draft Financing Proposal/Contribution Agreement.

Within the scope of the LGNSP programme, the current study focused on assessing the training and development needs of local government in order to enable both the LGNSP and the local government structures themselves to identify and address the skills and human resources development needs required to enhance organisational capacity and service delivery.

The project has developed an evaluation of the results obtained on each components in relation to the one established a priori and the implementation of the strategies used for the achievements of the results.

Modernising Land Records - Project Formulation Mission Client: EC - EuropeAid
Bangladesh is the most densely populated country in the world but less than 10 per cent of the total population possess a birth certificate.
While Bangladesh is signatory to all major human rights treaties, including the Convention on the Elimination of All Forms of Discrimination Against Women and Rights of the Child, women remain disadvantaged in their access to public services and their participation in the political process. An array of social indicators suggests a substantial gender inequality in health, education, income, personal security.
The present assignment seeks to build on this engagement, by seizing on the reform initiatives of the interim government and identifying actions in support of these, bearing in mind the EC commitments to aid effectiveness, donor harmonisation, human rights and civil liberties. At the same time, the mission has to identify the risks associated with the proposed intervention during this political juncture and propose mitigating measures. A future elected government should be able to endorse the proposed action.

In the framework of the National Indicative Program, the EC has approved to fund a County Development program of €25m in September 2007. The overall objective of the program is to alleviate rural poverty, consolidate peace and democracy and sustain economic growth, improving living conditions of local communities by increasing access to basic social services, promoting income generation and job creation opportunities, and supporting more effective, efficient and democratic local administration.
The global objective of the assignment was to enhance the methodology and to prepare the launching of the activities of the County Development Programme.

In Nicaragua the Consejo Supremo Electoral (CSE), holds the electoral power and in its functions of an electoral court, it manages the whole electoral process.
Registration is done manually. Only when a book is full it is sent to the department level electoral councils or CEDs, which in turn reviews the information and sends the books to the central registry. Under-registration is an evil affecting the civil registration system and it's partly a product of that system's failings.
The Commission has identified a project to bring together the key actors in a common initiative to address the failings of the civil registration and "cedulación" systems.
The global objective of the assignment has been to assist the EC Delegation to Nicaragua in formulating a project of support to the modernisation of civil registration and citizens basic ID systems in Nicaragua.

Within the framework of strategic programmes of fight against poverty, in particular the Madagascar Action Plan 2007-2012 (MAP), the Government of Madagascar has adopted a National Programme of Decentralization and deconcentration that as of 2007-2008.
Through the Programme both the European Commission and the World Bank work to support the Government to implement its sector policy of decentralization, in compliance with the MAP.
This assignment aims at strengthening the capacity of municipalities in their tasks, both funding basic infrastructures and providing support to the institutions. The stated objectives of the “Consolidation of Democracy and Support to Election Activities in Suriname 2005” were: i) to promote free and fair elections ii) to consolidate democracy in Suriname and iii) to promote sustainable political and social stability.
The project had 4 main activities, as follows:
• A civic and voter education program prior to the election focusing on increasing the participation of women, first time voters and voters from the interior.
• A media monitoring and media training program.
• Support and professionalize domestic observation of the election process.
• Provision of technical assistance to the bodies charged with the conduct of the election.
The project report made a number of detailed and constructive recommendations on how the Government of Suriname may wish to further improve the way the next elections are managed sometime around 2010.
The evaluation looked at the impact of the EC funded programme in 2005 and also provided an assessment of achievements, to date, in implementing the recommendations.

3) Analyse opportunities and possible ‘mainstreaming’ NSA participation in development and cooperation processes;
4) Identify relevant capacity building strategies for NSA, taking into account the activities undertaken in this area by other donors or international NGOs.

The first Liberia Rehabilitation Programme was approved in 1994, a second Liberia Rehabilitation Programme was approved in 1998. In July 2001, the Commission approved a third programme called the Reintegration Programme for Refugees and Displaced People for the amount of 25 MEURO. Implementation of this programme is ongoing and the programme duration was initially estimated at 24 months. These interventions have guaranteed the overall post-conflict socio-economic stability by helping the government cover its investments in its reconstruction programme.EC Delegation to Afghanistan has to assess and review the developments of the three (3) ongoing programmes (ARTF/NSP/LOTFA) and evaluate the impact of these programmes on the overall development of the country. Aspects such as sustainability, accountability, efficiency, effectiveness, complementarity and long-term impact should be investigated and taken into consideration. The mission puts forward recommendations based on consultation with the major national and international stakeholders. These recommendations are integrated in a Formulation Proposal for each of the three components and a single final Financing Proposal 2006, titled “Governance”.

At a later stage, the expert is required to participate in the evaluation of commercial proposals received.The principal project partner is the Ministry of Interior, specifically the Department of Forensic Science. Assistance is given to this department, to the central criminal laboratory. The primary beneficiary institution will be the Police, FYR Macedonia. The overall objective of the project is to assist in the development of the operational capacity of the Police to manage, store and analyze material evidence, and to enhance the quality of, and confidence in evidence presented to the Prosecutor functions and before the Courts.

The Afghan Government has taken steps to reinforce other borders but it has not done much on borders with the Central Asian Republics of Turkmenistan, Uzbekistan and Tajikistan. Tajikistan is the weakest border of the three because of its length (more than 1,500 km This certainly renders the Afghan-Tajik border more insecure and open to the illicit movement of people and goods, particularly opiates transiting Central Asia and the Russian Federation on their way to Europe. The beneficiary of the mission is the Afghan Government. The overall objective of this project is to strengthen regional co-operation through improving Afghan border control and Management, to sketch out a border management concept for Afghanistan’s northern areas and to contribute to its implementation on the Afghan-Tajik border. The strategy is to build up border management capacities for the Afghan-Tajik border, with special emphasis on infrastructure (crossing points) and the fight against narcotics. It seems that such programs are more efficient when they include measures aimed at increasing the awareness of the local communities. The project therefore includes a component of awareness-raising and broader support to communities living in the vicinity of the border.

Therefore, the availability of reliable and comprehensive datasets is essential for both stakeholders and decision makers. The report formulate a socio-economic baseline conditions study in the areas affected by the NAS, help improving the existing data collection and treatment system by the relevant government agencies in this field and formulate appropriate recommendations to achieve this result.

Identification and Verification of damages caused to communities affected by the construction of the hydroelectric Chixoy Client): OAS – Organization of American States
ARS Progetti in 2008 was selected by the OAS to form a multidisciplinary team to undertake the identification and verification of damages to communities affected by the construction of the Chixoy hydroelectric dam in the departments of Alta and Baja Verapaz and Quiche, where 90% of the population is indigenous Maya Quiche, qéqchi, achi and pocompchi.
The study constitute the basis for implementing a plan of reparation to the State of Guatemala at the affected communities. The project includes a situational analysis of the conditions of the affected communities before, during and after construction of the hydroelectric plant, the preparation of baseline surveys conducted before the construction of the hydroelectric plant in order to compare the results in a final identification of damages according to the categories of analysis and the agreements between the State and the affected communities.
