Botswana 2009	Definition of academic programmes and fund raising for construction of National School of Arts Client: EC-EuropeAid Interest in culture and the arts in Botswana has recently increased significantly, both nationally and globally. The Botswana Society for the Arts (BSA) is a non-profit Non Governmental Organisation (NGO) registered in 1996 whose mission is to promote Botswana culture, especially in the field of the visual and performing arts. The BSA is acutely aware of the abundance of local talent that has so far remained unexploited. The building of the School of Arts will give people the opportunity to discover and develop their talents, in both the visual and performing arts, and to compete on an equal footing with international artists, both locally and internationally. The global objective is to contribute to the establishment of the first National School of Arts in Botswana (including its first purpose-built theatre). The specific objectives consist to carry out a Needs Assessment to inform a blueprint for the development of a programme of courses for the Botswana National School of Arts and to identify potential sources of funding for the construction and sustainability of the School.
Lebanon 2008-on going	Cultural Heritage and Urban Development Project (CHUD) Consultancy Services for Baalbeck and Tyre Archeological Project - 1st Phase Client: Republic of Lebanon - Council for Development and Reconstruction Formulation of a conservation and recovery draft of two archaeological sites of Baalbeck and Tyre. The restoration aspect includes the consolidation of structures and the restoration of surfaces and materials. The recovery aspect provides the infrastructure for visitors and design a plan of the territory in order to improve the presentation of archaeological areas concerned. The presentation aspect consider a museum draft in Tyre.
Jordan 2008 - on going	Consultancy Services for streets rehabilitation and furnishing, landscaping, and buildings surveys in the city core of Ajloun and Jarash bus terminal development project Client: World Bank- Ministry of Tourism and Antiquities The project development objective is to contribute to cultural and eco-tourism development in the city of Ajloun by endowing this historic city with a revitalized and well functioning urban centre, improving liveability, social cohesion and municipal governance. The development strategy of the project aims at: - creating attractive venues for Ajloun community and Ajloun visitors to enjoy and interact within Ajloun city core and along the path from Anjara to the castle. Focus will be based on achieving balanced interchange between urban and rural characters; - preserving and protecting the natural landscape of Ajloun from urban sprawl and deforestation. Special emphasis will be given to the natural and cultural landscape surrounding the castle, as it represents a main historical and natural asset for the Jordan population and the future tourism development; - enhancing tourism development by facilitating investments in eco-friendly tourism activities in proper regulated city zones; As a consequence, this assignment is concerned with three components which are strictly interrelated: i) regeneration of the city core of Ajloun to improve the quality of urban spaces and economic activities; ii) access to the natural area of the Wadi al Tawaheen and reorganization of the nearby bus terminal; iii) and rehabilitation of the road leading to Anjara and from there to Jerash and Amman.
China 2008 – 2009	Zhejiang Urban Environment Project - Technical Assistance - Package E - Heritage Conservation In Urban Upgrading And Social Assessment Client: World Bank Heritage Conservation in Urban Upgrading and Social Assessment is part of a larger infrastructure upgrading project (Zhejiang Urban Environmental Project (ZUEP), financed through a World Bank loan of 133 millions dollars) which in Shaoxing includes two main sub-components: (i) realignment of water environment of the inner-city rivers and (ii) infrastructure and sustainable conservation and reuse of the historic built environment and upgrading in the five heritage conservation areas. The project includes technical assistance to Shaoxing Municipality on: i) The management and the technical process of sustainable heritage conservation in urban upgrading for the five conservation precincts; and ii) Social Assessment in Four Precints. The main objective of the project are: i) to undertake project-based work, related to the management and practice of heritage conservation planning, architecture, design and upgrading construction, and ii) to incorporate conventional modern materials and design in construction in the context of the historical environment, and iii) to strengthen project management, in conjunction with a structured training program. The training would be in the form of participatory workshops in Shaoxing to develop the best local practice.
Georgia 2008 - 2009	Support to the Georgia National Museum for the elaboration of a Twinning Project Fiche concerning institutional development Client: EC-EuropeAid The Georgian National Museum (GNM), established in December 2004, unifies ten of the Georgia’s most important museums and two research institutions. The GNM’s highest aim is to play a key role in the cultural life of the country through hosting exhibitions and presenting Georgia’s impressive cultural heritage to the outside world. GNM’s strategic goal is to organize various exhibitions from the other countries in Tbilisi. This will be possible only if the institution is able to host valuable collections - in terms of having internationally required security, keeping condition, and management, this means that the Museum should meet highest international standards of its facilities. The GNM intends to implement the Twinning Project Fiche with the support of public Technical Assistance provided by an EU Member State peer Administration.
India 2008	Indian Culture for Development - Formulation Mission Client: EC-EuropeAid The global objective of the assignment has been to assist the Delegation of the European Commission to India in the Formulation phase of the programme Indian Culture for Development. The purpose of the mission consisted into confirm the relevance and feasibility of the project idea as proposed in the Identification Fiche and further: - Consolidate linkages with the government strategy for the development of the culture sector - Elaborate on ownership (GoI and target beneficiaries) and sustainability of programme’s results - Elaborate on appropriate indicators which will enable an effective monitoring tool: fine-tune the logical framework - Prepare a detailed programme design, including furthering management and coordination arrangements, financing plan, cost-benefit analysis, risk management, monitoring, evaluation and audit arrangements; - Draft the Programme’s (i) Action Fiche, (ii) technical and administrative provisions, and (iii) the relevant documents for the launching of the Call for Proposals’.
Kosovo 2007-2009	Supervision of Refurbishment and Restoration of Religious sites in Prizren-Kosovo UNMIK Client: European Agency for Reconstruction In 2004 civil unrest occurred throughout Kosovo which led to the destruction of property belonging to the Serbian minority in Kosovo and to 34 religious sites belonging to the Serb Orthodox Church. The Kosovo Government (PISG) recognised the serious effect of this damage and pledged funds to support the rehabilitation and the rebuilding of property. Two key religious sites have been identified to receive the funding, these being the Episcopal residence and the Seminary of St. Cyril and Methodius, both in Prizren. Our consultancy consists in supervising the restoration works of the 2 ancient buildings.
Brazil 2007-2008	Programme for Culture and Tourism Integration, Bahia Client: IADB - Italian Trust Fund Technical assistance to the Ministry of Culture and to the Ministry of Tourism in order to study and develop a strategy and action plan for an integrated development of Cultural Industry and Cultural Tourism in the area of Bahia de Todos los Santos to be financed by the IABD. Services included a detailed analysis of the present situation in the project area, identification of new integration opportunities among Cultural and Tourism Industry, and definition of an Action Plan including concrete priority projects for promoting cultural tourism development. Main objective of the project is an integrated development of tourism and cultural industry in Bahia, through cultural promotion and a diversification of tourist products.
Turkey 2007 – 2009	Consultancy Services for Inventorization and Multi-Hazard and Earthquake Performance Evaluation of the Cultural Heritage Buildings in Istanbul under the Responsibility of the Ministry of Culture and Tourism Client: World Bank - Ministry of Culture and Tourism The main goal of Istanbul Seismic Risk Mitigation and Emergency Preparedness Project (ISMEP) is to assist the Government of Turkey in mitigating the seismic risks associated with the cultural and historical property (heritage) in Istanbul and to further strengthen the capacity for pro-active measures in order to mitigate the damaging and devastating effects of future earthquakes on cultural and historical property (heritage buildings) and other historical and cultural structures and assets in Turkey such as, museums. This is expected to be achieved through inventorization and earthquake performance evaluation of structures of cultural and historical value in Istanbul owned or used by the Ministry of Culture and Tourism.
Lebanon 2006 - 2008	Consultancy Services for Detailed Engineering Studies - Phase II for Urban Development and Conservation in Tyre Client: World Bank The Cultural Heritage and Urban Development (CHUD) Project is an initiative undertaken by the Government of Lebanon (GoL), with the purpose of protecting, rehabilitating, and revitalizing selected Lebanese archaeological and core historical sites. Tyre is known for its treasured archaeological, but the historical city surrounding these sites and located on the peninsula has been heavily impacted by the civil war, and by the consequential construction of illegal high-rise buildings. The CHUD project supports such investments, the expected impacts of which would be a considerable improvement in the liveability of Tyre to its residents and an increased number of visitors who in turn would generate increased opportunities for local small and medium size businesses. The objective of this consultancy is to carry out the detailed engineering design and tender documents of future interventions.
World-wide 2005-2009	Framework Contract “Culture, Governance and Home Affairs” Client: EC EuropeAid Ars Progetti is currently member and Coordination Unit of a group retained by the EC for the Framework Contract "Benef", Lot 7, for services on demand, within a ceiling of € 200.000 for each assignment, in the area of Culture (cultural heritage, cultural industries and tourism), Governance (promotion and protection of fundamental human rights, support to democratization, reinforcement of the rule of law, decentralization and local development , enhancement of the role of civil society) and Home Affairs (fight against drugs and organized crime, border-crossing management and security, fight against terrorism). Services may be required by the EC itself or by any beneficiary of the Europe Aid Cooperation Office in several countries.
China 2005-2007	Support to the Gansu Cultural Heritage Infrastructure and Management Project Preparation Client: World Bank The Gansu Provincial Government aims, through this project, to revitalize the tourism sector in the province in order to promote local economic development and alleviate poverty. To achieve this, ownership of the sites and revenues from tourism are expected to remain at the local level, with the Provincial Government providing coordination and establishing standards for tourism management at all sites in the province. The project includes infrastructure and environmental management investments at a carefully selected set of priority tourism sites, which include several significant cultural and natural relics, and ethnic communities where culturally-sensitive ethnic tourism parks are proposed. ARS Progetti supported the World Bank Team leader during the identification, preparation and appraisal stage of the project, giving expertise in the sector of Cultural Heritage and Tourism.
Suriname 2005 - 2009	Technical Assistance for the Project Rehabilitation of the St. Peter and Paul Cathedral Client: EC-Europeaid St Peter and Paul Cathedral in Paramaribo is the largest wooden church of South America. The whole historic center of Paramaribo is inscribed in the WHC list of UNESCO. The services provided by ARS Progetti are divided in 3 phases, as follows: Pre-conservation phase, which covers the review and revision of the technical specifications comprising the development of a concept of conservation in line with internationally adopted standards, the update of the costs estimates for the execution of the works and the update of the complete tender for works; Tendering phase which covers the assistance during the site visit and the assistance during the evaluation of the contractor bids and the drafting of a tender evaluation report; Supervision phase, which covers the supervision of the works including, among others, inspection, checking, and testing of workmanship and materials, to ensure proper construction and administration of the works.
Tunisia 2005 - 2006	Studies on planning, restoration and valorization of Ksar Saïd Palace Client: World Bank Kasr El Said was the Palace of the Tunisia beys. The Project intends to restore the palace to its ancient magnificence and to turn it into a new historical museum of Tunisia, covering the period of ottoman conquest to independence in 1964. ARS Progetti carried out the complex design of conservation measures, adaptation, new extension structures, museum organization and exhibition, visitors’ services, internal rearrangement.The objectives are the following:· to ensure the complementarity of the 2 Museums Bardo and Ksar Said;· to restore and highlight Ksar Said Palace as historical monument, including the decorations, releasing it from the following addings;· to re-organize the existing spaces and setting up of new spaces within the building in order to meet the requirements of the museum-graphic functions;· to work out a project that can be open to scenarios of realization through different functional steps, taking into consideration the various technical, environmental and financial constraints.
Georgia 2005	Preparation of Terms of Reference for future project to establish a Centre for European Studies in Tbilisi State University, Georgia Client: EC - EuropeAid Following the unexpected change of government in Georgia in late 2003-early 2004 and the subsequent new opportunities to accelerate reforms there, the European Commission has decided to support a project to establish a Centre for European Studies at Tbilisi State University (TSU). The wider objective of this project is, first, to assess the conditions for establishing a Centre for European Studies at TSU and its branches and other State Universities in Georgia, and second, to prepare and present detailed Terms of Reference for a TACIS project.
Turkey 2004-2005	Support to the state planning organization for the restoration of Ekmekçizade Caravanserai in Edirne, Turkey. Client: EC-EuropeAid In 2003, Turkey and Bulgaria agreed to participate in an EC Cross-border Co-operation (CBC) Programme. Preparations are under way for the first programme that will cover the years 2004-2006. CBC is an ongoing process that will continue beyond 2006. Under the “Development and modernisation of cross-border infrastructures” measure, a project has been identified for implementation in the programming years 2004 and 2005 involving the restoration of the Ekmekçizade Caravanserai in Edirne and its conversion into a cultural, trade and business centre. The restored caravanserai will mainly serve the needs of the local communities on both sides of the border between Turkey and Bulgaria.The specific objectives of this assignment is to provide technical assistance to support the Office of the Governor and the Special Administration of the Province in Edirne to finalise the feasibility study for the restoration of the Ekmekçizade Caravanserai, and to prepare the works tender dossiers in line with EU procurement requirement (including technical specifications and technical drawings) for the restoration works.
China 2004-2005	Review and Monitoring of Urban Environment Quality and Impact of Pollution Reduction and Urban Service Improvement Measures in Shaoxing Municipality. Client: World Bank The service consisted of designing a monitoring system to assess the impacts of the urban conservation and upgrading of Shaoxing historic districts. In particular the following task were undertaken: a) Propose and agree indicators to measure project impacts relative to objectives; b) Propose and agree methods, procedures and programs to monitor the indicators; c)Propose and agree institutional arrangements including budgets and training requirements to undertake the agreed methods, procedures and programs; d) Undertake initial evaluations, analyses and feedback procedures to ensure optimal achievement of the objectives, identify corrective actions and promote continuous improvement of the methods, procedures and programs.
Indonesia 2004	Overview of Urban Sector Policies, Economic Development and Cultural Industries Client: World Bank In the framework of the East Java Development Reform Program (EJDRP), the present project aims at examining the sectoral issues affecting urban economic development in East Java. The work would be used to enable a careful review of the government development strategies supporting heritage management and revitalization, particularly for cultural industries, as part of the government’s economic development strategy.
MADAGASCAR 2004	Final Evaluation of the project SANGA III Client: EC - EuropeAid The overall objective of the mission is to evaluate ex-post the project SANGA III- 5th choreographic meeting of Africa and the Indian Ocean. It was analysed the impact of this project in order to draw some conclusions and to formulate recommendations for the creation of similar projects in the future. The specific objective of this mission is to evaluate and analyse in a critical and independent manner the project, in terms of its pertinence, efficiency, effectiveness, impact and viability, on the base of its general and specific objectives (and of foreseen projects too) and to analyse the basis of these interventions.
ZAMBIA 2004	Final Evaluation : Cultural Sector Support Programme Client: EC - EuropeAid The objective of this mission is to review the performance of the Cultural Sector Support Programme with regards to the achievement of the programme objectives, its purpose activities regarding implementation, outcomes, and impact on the programme’s end. The Evaluation will provide stakeholders with information on the implementation of the Cultural Sector Support Programme and, on the basis of its findings; the Evaluation will make recommendations for future interventions in the sector.
Lithuania 2004	Creation Of Integrated Virtual Library Information System Client: EC-EuropeAid The project “Creation of Integrated e-Library Infrastructure” aims to forming a network of approximately 70 Lithuanian libraries in order to publish electronically 11 Mio pages and over thousands titles of shellac records and make them available through public and free access interfaces to all users in Lithuania and world-wide. The global objective of this assignment is to complete all the necessary preparatory works to ensure the effective implementation of the project.
SOUTH AFRICA 2004	Evaluation of the 2nd Conference, Workshop and Cultural Initiative Fund Client: EC - EuropeAid An external final evaluation is a requirement of the Financing Agreement between the EC and the National Treasury and its purpose is to provide a comprehensive overview of the entire programme. The evaluation assessed the design, implementation and results of the Conference, Workshop and Cultural Initiative Fund Project in order to determine its relevance, efficiency, effectiveness impact and sustainability in the context of its stated aim. The evaluation highlighted the lessons learnt so that the conclusions and recommendations arrived at could be taken into account by the EC and the National Treasury when implementing future interventions.
Morocco 2003 – 2004	Study for the strengthening of the Ader-Fès Client: World Bank The Study for the strengthening of the Ader-Fès is aimed at contributing to compensate the various weaknesses, particularly in terms of financial redistribution, optimization of the resources, re-orientation of activities, etc.The current study is organized in 2 main phases:- Diagnosis and formulation of strategic choices;- Proposal of solutions concerning the organization and the management.
MEDITERRANEAN 2003	Evaluation of Euromed Heritage I Client: EC - EuropeAid Through the Programme Euromed Heritage the European Commission has financed the Evaluation Projects in the Mediterranean area to highlight the common Euro Mediterranean culture. The final aim of the evaluation, carried out by a team of four experts, was to draw lessons from experience and formulate recommendations for the ongoing Euromed Heritage and future programs

Lebanon 2002	Baalbeck Urban Conservation and Design Study Client: World Bank The project includes the socio-economic feasibility study and the urban design of the areas adjacent to the archaeological site. Main components are: -rehabilitation of historic city centre, to rehabilitate public spaces in these areas so as to complement ongoing public and private conservation initiatives; -urban infrastructure improvements, to improve urban areas surrounding the selected archaeological sites to attract and service tourists and benefit the local community

China 2001-2005	Restoration and Development of the Huguang Huiguan complex Immediate Measures of Chongqing Cultural Heritage Strategic Master Plan Client: World Bank Within the framework of the Chongqing Cultural Heritage Strategic Master Plan, as Immediate Measure, ARS Progetti provides Technical Assistance to the preparation of the development plan, the final design and the tender documents for the restoration, conservation and development works of Huguang Huiguan Complex. The project includes also the Dongshui Gate and the City walls. A two years extension has been granted to ARS Progetti to allow the continuation of technical assistance during implementation of the works and set up of management structures.
Egypt 2001-2002	Feasibility study for a Conservation Handbook of Historic Cairo Client: UNESCO Feasibility study for a conservation handbook of historic Cairo. The study provides the outline of the conservation handbook focused on three main components: ethics and methodology conservation; materials and techniques of construction; technical specifications and pricing.
Lebanon 2001 - 2002	Lebanon Cultural Heritage and Tourism Development Project – Baalbeck and Tyre Archaeological Studies Client: World Bank Preparation of a conservation project of the two archaeological sites of Baalbeck and Tyre. The project includes structural design, architectural surfaces design, and general landscape design for tourism facilities and for the presentation of the sites to the public.

Suriname 2001	Study to establish a comprehensive sector policy and strategic frame-work for sustainable management of the built heritage of the historic inner city of Paramaribo Client: EC-EuropeAid The study defines a comprehensive sector policy and strategy framework in terms of built Cultural Heritage and Tourism, including institutional, legal and financial aspects for a sustainable implementation. The study has been conducted with GHK, partner in the framework contract "Culture and Information".

China 1998 - 1999	Chongqing Urban Environment Project – Cultural Heritage Strategic Master Plan Client: World Bank Preparation of a “Strategic Master Plan” and of an “Immediate Measures Action Plan” for the Management and Development of the Cultural Heritage in the Municipality of Chongqing, including technical assistance, tourist development plan, local experts training and tender documents preparation.
BOTSWANA 1997-1999	Botswana Tourism Development Programme Client: ARCA CONSULTING / (EC EDF) To assist the Government of Botswana in the development of a sustainable tourism industry in which local communities share advantages and responsibilities. ARS Progetti identified measures for development of cultural tourism products.
TANZANIA 1997	Cultural Heritage conservation in Zanzibar Client: Private, Waterfield Ltd The study covered the conservation aspects of an old fort, built by the Omani in the XVII c., as well as a developments scheme for income generating activities, such as a Virtual Museum, or the development of a prototype/demo for a virtual museum in Zanzibar.
Kenya 1996 - 1997	Strategic study of the revival and development of the Swahili Culture Client: National Museums of Kenya /EC DGVIII The project aim was to assist the National Museums of Kenya (NMK) to manage the conservation and development of Swahili culture heritage. This involved the planning of a substantial reform of NMK organisation training plans for rehabilitation of the Lamu and Mombasa historic centres and a development plan based on local communities.
Italy 1994 - 1995	Valorisation of the Culture of rural landscape Client: Region of Tuscany The main aim of the project was to implement a system for the enhancement of the rural landscape, thus establishing income-generating activities based on natural landscape and cultural tourism. ARS Progetti came out with the project formulation.

ACP - TPS 2009 - on going	3rd Global Forum on Migration and Development III – TA Client: EC-EuropeAid The Global objectives of the specific contract is to contribute to the successful participation of the ACP Member States to the 3rd Global Forum on Migration & Development, scheduled to take place in Athens, Greece, during the period 4 – 5 November 2009, in providing background documents on specific ACP issues regarding Migration and Development for each Round Tables, as well as an overall Recommendations documents on ACP Position. The specific objective of this contract, under the management of the EC, is to secure the services of a Consultant to assist the ACP Secretariat with the technical organization (research, drafting and production of documents) for the Civil-Society and Governmental days, and with the follow-up activities regarding the outcomes of the meeting, publication of results, drafting of recommendation for the Intra ACP Migration Facility.
Kazakhstan 2009 - on going	Evaluation/identification of Support to State Reform and Modernization Actions Client: EC-EuropeAid The overall objective of the assignment is to provide the EC Delegation with an independent assessment on selected previous and ongoing "Support to State Reform and Modernization" programmes and to identify a major successor programme based on key lessons learnt. The specific objectives are: 1. ASSESS to what extent, in the field of State Reform and Modernization, the Commission's assistance has been relevant, effective, sustainable; if the expected impacts have been achieved and whether its assistance has been coherent and visible and has provided added value. Identify key factors for their success and failures; lessons learnt and best practices. 2. IDENTIFY and FORMULATE a detailed successor programme.
Mozambique 2009 - on going	End of Term Review of Support to the Justice Sector Client: EC-EuropeAid The overall objective of the review is to inform stakeholders of the extent to which the programme has produced or is on track to produce its intended development results, to understand the reasons for such performance, and to identify the key lessons which can inform the design and implementation of activities associated with the Integrated Strategic Plan (PEI) for the sector. Specifically, the review has established the relevance, efficiency, effectiveness and emerging impact of the programme, and has assessed the likely level of sustainability of the outputs produced and development results or benefits achieved.
Syria 2009 - on going	Identification and Formulation of the Judiciary Modernisation Programme in Syria Client: EC-EuropeAid The mission’s specific objective is to identify and formulate a comprehensive programme for EC support to the Judiciary Modernisation Programme in Syria. The mission is composed by an Identification Phase that provides 1) a brief assessment of the judiciary system in Syria in particular of the legal and regulatory framework and an examination of ongoing and planned Government of Syria and donor contributions; 2) Appraisal of the available alternative options of support; 3) Analysis and assessment of the different possibilities of institutional settings for the implementation of the programme; 4) Develop a concrete and detailed proposal for the project; 5) Prepare an Identification Report and a Draft Project Identification Fiche. The Formulation Phase describes a detailed feasibility analysis of the selected intervention strategy including risks and constraints linked to the project and a detailed definition of the chosen intervention strategy of the project.

BOTSWANA 2009 - on going	Mid-Term Evaluation of the Botswana EDF9 Non-State Actors and Ministry of Local Government programmes and support to the identification of the EDF10 civil society programme Client: EC-EuropeAid The overall objective of the Non-State Actors Programme is to make the formulation and implementation of GoB policies, strategies, and related programmes more responsive to the needs of the population, including the marginalized and disadvantaged sections of the population. The project purpose is to enable NSAs to engage more effectively with Government and donor agencies in development processes. The overall objective of the Ministry of Local Government Capacity Building Programme is to reduce poverty and improve the livelihoods of the poor and disadvantaged sections of the population, including youth and women. The project purpose is to strengthen the capacity of MLG (Department of Social Services) and Councils to promote community development and self-reliance. The global objectives of the assignment are to provide the Government of Botswana and the European Commission with sufficient information to make an informed judgment about the performance and impact of the 9th EDF NSA and MLG capacity building programmes, and take decisions about any required changes to project scopes (such as objectives, duration, financing, TAs, management arrangements, etc). BURUNDI 2009	Mobilization of expertise of training in management of public finance - Program Gutwara Neza Client: EC-EuropeAid The support to the training in management of public finance is part of the Component 2 "fair and transparent management of public affairs" of the Support Program to Good Governance Gutwara Neza. One of the objectives of the Program is to support the improvement of financial and human management of the ministries benefiting of the project, which includes among its activities the organization of training seminars in management of public finance. The experts are responsible for preparing and running a seminar open to officials of the General Inspectorate of the State to present the foundations of the budgetary law, the finances laws and their contents, the procedure for the 'development budget, the implementation of the finance law, the chain of expenditure, the accounting for expenditure, the control of the budget implementation.
EGYPT 2009	Support for Modernization of Administration of Justice and Enhancement of Security Client: EC-EuropeAid This project aims to identify and formulate a consistent set of activities to contribute to an effective judiciary in line with the Egyptian reform priorities: to ensure the constitutional right of its citizens to have free access to the judicial system and to guarantee its effective and transparent administration. The project also include measures to consolidate and reinforce the cooperation between Egypt and the EU on management of migration flows, both legal and illegal as well as on foreign and security policy, combating terrorism, organised crime, trafficking and smuggling of narcotics and non-proliferation of weapons of mass destruction.
CENTRAL AMERICA 2009	Formulation of a regional project of border security in Central America Client: EC-EuropeAid The regional strategy of the European Commission and Central America aims to support regional security in the context of the negotiations of an Agreement Association between the EU, Central America and the Customs Union. Governance and regional security is one of the key aspects of this strategy, as well as the strengthening of regional institutions and economic integration. Global objective: to support the EC Delegation to Central America, the Central American Integration System (SICA) and the Committee of Police’s Chiefs of Central America in the technical and operational aspects to formulate a regional project on border security. Specific Objectives: Develop a comprehensive report containing the analysis necessary to design the project and providing the essential elements for the preparation of the action fiche and the technical and administrative provisions of the draft. Results: 1. Regional institutions strengthened and coordinated in the field of regional border security. 2. Land border police services more effective in preventing and stopping criminal actions of transnational organized crime and smuggling.
MOZAMBIQUE 2009	Preparation of the tender file for a long term technical assistance team to the NAO support unit (GON) in Mozambique Client: EC-EuropeAid The main objective of the present consultancy is to prepare the ToR for the recruitment of long and short term TA to the GON (the latter for specific assignments). The consultant has prepared, in accordance with the contractual procedures of the 10th EDF, the complete tender file for those services.
JORDAN 2009	Identification/Formulation of Local Development Interventions in Jordan Client: EC-EuropeAid The overall objectives of this contract are to contribute to the local development processes initiated in Jordan and to improve Jordan-EC cooperation in this field taking into account the institutional, financial and operational scenarios. The specific objectives of the mission are to design two EC interventions (of 3Meuros and 5Meuros each project) aiming at building the development capacities of Jordanian Municipalities and at advancing local development processes, fitting into the relevant Jordanian policy frameworks in this field. The demonstration of relevance and feasibility of such projects will support the EC process to concluding financing agreements.
BENIN 2009	Final evaluation Mission of the Program for Civil Society Organizations supported and strenghtened (OSCAR) Client: EC-EuropeAid The OSCAR program was funded under the 9th EDF. Its overall objective is to improve the consideration of non-state actors in decision process and the implementation of the policies and programs development in all sectors of the economy and society life of the country. The specific objective is the greater participation of CSOs in the development process in Benin by strengthening their capacities. The overall objective of the mission was double. The consultants measured the results of the process initiated by the program through the objectives described in the Financing Agreement and also identified the relevant factors to be considered for the implementation of the Program Civil Society and Culture (PSCC), which is registered under the 10th EDF future program whose global objective is "strengthening the anchorage of CSOs and the cultural actors to local and national issues of development in a context of democratic governance".
UGANDA 2009	Mid-term Review to the Support to Decentralisation Programme (SDP) Client: EC-EuropeAid The Support to Decentralisation Programme (SDP) promotes both institutional capacity building for local governance and improved access to social services by local populations in Uganda. The Programme combines support to developing a coherent national framework for decentralisation with a targeted capacity building of up to nineteen disadvantaged districts, all of them benefiting from previous EU decentralised co-operation interventions. The Programme aims to make a contribution to sustainable and equitable development and poverty reduction through active participation of citizens in local development and improved governance by Local Governments with the purpose to improve the capacity of Local Governments in the selected 19 districts for effective and sustainable service delivery through empowering local populations to demand better services and to strengthen communication mechanisms and downward accountability towards Lower Local Governments, civil society and population at large. The overall objective of this mid-term review is to assess the progress made to date, to identify constraints faced by the programme and to make recommendations for the implementation of the remaining programme period.

NAMIBIA 2009	Support to the Strategic Planning Process of the Namibian Economic Policy Research Unit and preparation of potential EC support Client: EC-EuropeAid The aim of this support is to assist Namibian Economic Policy Research Unit (NEPRU) in facing the identified challenges to enable and develop its ability to feed high-quality, independent research into the policy dialogue, thereby contributing to economic governance in Namibia. NEPRU has gone through a period of low funding and numerous challenges and there is a need to identify a clear and constructive strategy for NEPRU to address these challenges. Such a strategy should be in place before further consideration of the EC support and must enjoy the support of NEPRU as well as main stakeholders.
NIGERIA 2008-on going	Final Evaluation of Support to Reforming Institutions Programme (SRIP) - Phase I Client: EC - EuropeAid The focus of SRIP is to improve good governance and the quality of service delivery by the public service through more efficient and transparent management of public finances in six selected focal states. The results to be achieved under the SRIP are: - Transparent budgeting and expenditure processes that take account of past experience, reflect the policy priorities identified through political debate, and serve as a binding guide to their implementation, using the prudently estimated resources available. - Citizens, through civil society organisations, can participate more effectively in the budget process, highlighting cases of corruption and business crime. The global objective of this evaluation consists into assess the relevance, efficiency, effectiveness, impact and sustainability of the implementation and management of SRIP at both the federal and state levels in relationship to the results to be achieved by the project; and give recommendations for the improvement of implementation SRIP during phase II.
MADAGASCAR 2008-on going	Supporting expertise to the revitalization of penal camps and social reintegration of detainees from the General Directorate of the Prison Administration of the Ministry of Justice in Madagascar Client: EC - EuropeAid The expert is expected to contribute to effective and sustainable response to the improved nourishment of prisoners on one hand, and the fight against unemployment and social reintegration of detainees in a context of prison labor where human rights are respected on the other. Moreover, the expert has to contribute to the revitalization of penal camps and the study on social reintegration of detained persons through the work.
MADAGASCAR 2008-on going	Supporting expertise to the prison reform to the General Directorate of the prison administration of the Ministry of Justice in Madagascar Client: EC - EuropeAid The situation in Malagasy prisons are very critical because of the poor condition of detention inherent in overcrowding, the difficulty to maintain hygiene and health acceptable and the insufficient quantity and nutritional quality of food served there. That is why the Ministry of Justice, whose main mission is to ensure transparent justice, equitable, close to the users, safe for investors and respectful of human rights, has established a matrix of reforms, in partnership with the European Union. Therefore, from one side to progress significantly in the short term improving the prison situation, and from the other side to establish a sustainable action program for the management of the prison environment, the Ministry has requested the support of two experts. Under this project the expert is expected to help strengthen the respect for human rights in the prisons of Madagascar. Moreover, the expert is expected to contribute to effective and sustainable reform of the penitentiary system in Madagascar.

MAURITANIA 2008-on going	Assessors evaluation - Call for Proposals of the component 1 Support Program for civil society and good governance (SPCS) Client: EC - EuropeAid With reference to the National Indicative Program of Mauritania under the 9th European Development Fund, the NAO and the European Commission has decided to finance a Support Program for Civil Society and Good Governance (SPCS). The SPCS has four components validated by key stakeholders during the identification phase, namely: (1) improvement of local governance, (2) culture and civic dialogue on human rights, (3) structure of society and civil dialogue on national policies, (4) institutional framework conducive to interaction State - Civil Society. The expected results of SPCS for the component 1 are the following: local governance is improved by implementing new forms of dialogue and collaboration between state and civil society (including communities and traditional authorities) for a sustainable local development and better governance. This collaboration also aims to promote women's participation in dialogue and decision-making. The overall objective of the mission is to assist the Technical Evaluation Committee in the evaluation process of grant applications submitted by civil society organizations under the first call for proposals under component 1 of SPCS, civic culture and dialogue on human rights. The call for proposals concerns topics related to improving local governance.
SRI LANKA 2008-on going	Mid-Term Evaluation of EIDHR Micro-Projects programme in Sri Lanka Client: EC - EuropeAid The European Initiative for Democracy and Human Rights (EIDHR) was created by an initiative of the European Parliament in 1994 and aims to promote human rights, democracy and conflict prevention in third countries by providing financial support for activities supporting these goals. The general objective of this mid-term evaluation is to provide the European Commission and the partner NGOs with sufficient information to make an informed judgement about the performance of the programme and individual projects to date, and to make recommendations regarding future improvements to the programme and individual projects. The specific objective consists into assess the efficiency, effectiveness, sustainability and anticipated impact of the supported actions and the prospects for the sustainability of the benefits. Also to provide practical recommendations for the follow up actions and lessons learned.
MADAGASCAR 2008-on going	Final evaluation of the "Community Support in the areas of good governance and strengthen the rule of law" Phase I.Identification support from the European Union (EU) to strengthen the rule of law in Madagascar under the 10th EDF. Client: EC - EuropeAid A financial agreement signed in August 2004 between the Government of Madagascar and the EC has established the "Community support in the areas of good governance and strengthen the rule of law" of the 9th EDF, which the phase of operational implementation was completed on 30 June 2008. Its global objective is to promote good governance by strengthening the justice sector, modernizing the national police and supporting a good management of the customs sector. The expertise required is primarily the final evaluation of the program mentioned above, as provided in the financial agreement. Second, the expertise also aims to identify new activities in the area of strengthening the rule of law in Madagascar, which will be scheduled within the 10th EDF.

In particular, the aim is to get a diagnosis of the current status of NSAs in Venezuela, highlighting the overall circumstances (legal rules, political environment, international partners) and specific to different sectors and the key NSA (Weaknesses, opportunities, strengths and threats, public impact, degree of organization), thus giving recommendations to increase the importance, interaction and participation of NSAs as partners of development and propose strategies for international cooperation and to learn about the NSA's relations with Local Authorities.
NIGER 2008-2009	Mid Term evaluation of PADDL / AZ Client: EC-EuropeAid The Support Program to Decentralization and Local Development in the region of Agadez (PADDL / AZ) is funded by the European Development Fund over a period of 4 years (8 March 2007 - 31 December 2011). The global commitment is 6,200,000 euro. The PADDL / AZ is part of the implementation of the decentralization reform, particularly the launch of the new issues of municipal elections in July 2004. It aims to strengthen the capacity of 11 municipalities in the Agadez region to play their role in the administration of local affairs and the promotion of local development. The global objective of the PADDL is to contribute to poverty reduction through the support to decentralization and local development in the departments of Arlit and Tchirozérine. The specific objective of the Program is to enable municipalities in the area of influence to accomplish their public service mission and facilitation of local development.
Democratic Republic of Congo 2008 - on going	Study on the impact of the territorial division of the provinces in the DRC Client: EC-EuropeAid The Constitution of the DRC provides the implementation of the decentralization process that will contribute, through a gradual transfer of skills, to the development of local democracy. The provinces, according to Articles 2 and 226 of the Constitution, should rise from 11 to 26 in thirty-six months after the installation of political institutions, and play a central role in the new institutional architecture of the country. The overall objective is to support the implementation of decentralization in the DRC. The specific objective is the realization, in particular provinces, of the "political and institutional impact" and of the "participatory research" of a study on the impact of the territorial division of the provinces in the DRC.
Burkina Faso 2008 - on going	Feasibility study and formulation of the program to support local governance and decentralization - 10th EDF Client: EC-EuropeAid The decentralization is a process that involves the transfer of a wide range of powers (decision-making, income, taxes, etc..), responsibilities (services) and resources (financial, human, administrative) of the highest levels of system policies from the central government to local authorities. It is an instrument of democratization, reconciliation, social integration, as well as a tool against poverty, sustainable human development and good governance. The Country Strategy Paper and National Indicative Program for the period 2008-2013 (10th EDF) provides support to local governance and meets two overall objectives: 1. Contribute to strengthening the capacity of decentralized services, local actors and dislocated services of the State. 2. Contribute to the economic viability, to the promotion of local development and to financing the decentralization. The specific objective of the mission is to ascertain the feasibility and to formulate a support program to the sector policy of decentralization and local governance.
Algeria 2008 - on going	Training “social engineering and local development” PADSEL-NEA (Support Program to the local socio-economic development in north-east of Algeria) Client: EC-EuropeAid The PADSEL-NEA has the commission to support the country and particularly the communes in developing methods of decentralized programme, in identification of socio-economic groups and their needs and find sustainable solutions according to a global approach. The project's strategy for the economic development in the region is based on the integration of four major areas of intervention: - Development of strategies and local development plans at municipal level; - Improvement of the socio-economic community; - Promotion of productive activities; - Strengthening the capacity of local actors. The objectives of the project in its final phase of implementation (which this contract is part) are as follows: • Perpetuation of the processes, methods and development tools by strengthening the management performance of social and local development program. • Institutional capacity building, methods and techniques of actors and partners of the Social Development Agency (ADS), in order to improve the performance of actors and sustainable methods after the end of the PADSEL-NEA.
Burundi 2008 - on going	Mobilization of international expertise to support the organization of inspection in the judicial sector Client: EC-EuropeAid The support to the organization of inspection in the judiciary, and particularly of inspection of the Courts of residence, is part of the component 1 of the programme "Strengthening of the State of law ", which consists of three outcomes: 1) The capacity, independence and performance of Justice are strengthened. 2) Human rights and fundamental freedoms are strengthened. 3) The capacity of the local police has been strengthened. The result 1 itself includes several activities: the reorganization of the status and careers of judges, the promotion of gender balance, capacity building of Justice, the support to the reform of the Courts of residence. The specific objectives of the mission are the organization of a workshop on the control of justice in Burundi and a study for the establishment of a type of inspection.
Lesotho 2008 - 2009	Technical Assistance to conduct a local governance barometer assessment in Lesotho Northern districts Client: EC-EuropeAid This assignment is launched under the LGNSP (Local governance and non-state actors Support programme). The programme aims at greater involvement and effective participation of NSA in local governments. It also aims at strengthening local government structures at District and Community Council level though a wide range of capacity building efforts. The purpose of the assignment is to provide LGNSP with baseline data for measuring future impacts of the programme interventions. It also provided insights on where and how local governance can be improved at short, medium and long term. It enhanced the understanding of the importance of good governance at the local level and finally it created and initial platform for dialogue between the various stakeholders in the district to improve governance and to hold each other accountable. Used in combination with other studies commissioned by the LGNSP, the findings will form the bases of a multi-faceted institutional strengthening and change strategy.
Malawi 2008 - 2009	Formulation of a NSA policy through a multi-stakeholder consultative process and to consider the impact of such a policy on the NGO act and the legal framework in Malawi Client: EC-EuropeAid The programme is expected to achieve five results: 1) Institutional capacity of Malawian NSAs for the identification, management and financing of their programmes is strengthened 2) Capacity of NSAs to provide efficient and effective service delivery appropriate to the needs of the Malawi population and in particular the poor is strengthened; 3) Malawian NSA influence on development and implementation of Government policies, strategies and programmes increase; 4) Increased and more effective cooperation between Malawian NSAs and Government is achieved; 5) Increasingly effective and strengthened cooperation between Malawian NSAs, Government of Malawi and EU delegation is achieved. The specific objective of this contract is: To facilitate the formulation of a Non State Actor Policy through a multi-stake holder consultative process and to consider the impact of such a policy on the NGO Act and the legal framework in Malawi.
Maldives 2008 - 2009	European Union Election Expert Mission to the Maldives Client: EC-EuropeAid The overall objective of this assignment is to demonstrate to the people of Maldives the EU's commitment to support democracy, to contribute to transparency in the country. The specific objective of the assignment is to provide continuous strategic analysis and reporting on the ongoing electoral processes and to provide inputs for confidence-enhancing demarches, during and after the elections. The experts should also provide advice on the elaboration of an EU declaration on the outcome of the election and the development of a common EU approach to the Maldives.

Madagascar 2008 - 2009	Formulation of the program "Support to good governance and consolidation of the rule of law" Phase 3 Client: EC-EuropeAid The overall objective of the study is to contribute to the consolidation of the achievements in reform and modernization of justice and judicial police with a view to promote and respect human rights. The study aims to consolidate the establishment of a sector strategy focusing on the modernization of justice, strengthening the integrity of the judiciary and the consolidation of the rule of law.
Lesotho 2008 - 2009	Technical Assistance to conduct a community and district profiling exercise in 3 districts in Lesotho Client: EC-EuropeAid This assignment is launched under the LGNSP (Local governance and non-state actors Support programme). The programme aims at greater involvement and effective participation of NSA in local governments. It also aims at strengthening local government structures at District and Community Council level though a wide range of capacity building efforts. A cursory analysis of the past development planning efforts in Lesotho has revealed a lack of basic information for all stakeholders involved in district planning efforts. The purpose of the assignment is therefore the collection and collation of up-to-date, relevant, accessible and accurate information to be used as a baseline survey for further local interventions and as a planning tool at community and district level. SRI LANKA 2008 - 2009	Technical Assistance to the Ministry of Law Reform Client: EC - EuropeAid The overall purpose of the project was to assist the Government of Maldives (GoM), and in particular the Ministry of Legal Reform to achieve the goals set in the Maldivian Reform Roadmap and conform with the international standards. The project has provided the GoM, the EC Delegation and other stakeholders with technical and legal advice on law provisions related to the complaints and appeals mechanism in particular but at a general level on the new reforms of the constitution as a whole.
RWANDA 2008 - 2009	Evaluation Project of the IX EDF supporting the rule of law and the identification of New Project for the X EDF Client: EC - EuropeAid The project “Support to the Rule of Law” aimed to: - Strengthen the institutions capacity of the justice sector; - Promote national reconciliation; - Support the management of the genocide procedures; - Supporting civil society organizations for projects in national reconciliation and in citizens participation to democratic life. The general objectives of the evaluation were: - Objective 1: retrospective analysis of the IX EDF project and assess the performance of its implementation in order to formulate recommendations for the optimal completion of the project; - Objective 2: prospectively and on the basis of retrospective analysis, prepare the financial proposal of the future project for the X EDF.
Panama 2008 - 2009	Feasibility study and formulation project of social cohesion in Panama Client: EC-EuropeAid Based on the proposals of the Identification Document, and working closely with the Panamanian Government, local authorities, civil society and the European Commission, the mission aims at defining the strategy of intervention in a project of social cohesion to support decentralization and local development. To this end it is reviewed the "logic intervention" with a matrix of logical framework and it is designed the project details relating to its organization and implementation structure, funding, cost-benefit analysis, assessment, need for technical assistance and it is prepared the funding proposal and the financing agreement with its associated annexes.
Guinea Bissau 2008 - 2009	Mid-term evaluation Mission of the Support Program to the sovereign bodies and to the rule of law in Guinea-Bissau (PAOSED) and formulation of the successor program for the 10th EDF Client: EC-EuropeAid The support Program to the sovereignty organs and to the rule of law (PAOSED) is a program of € 6 million over 3 years with the aim to contribute at improving good governance and consolidation of the State Law in Guinea Bissau. The specific objective is to ensure a better functioning of the legislature, the judiciary, a better control of government activities and better access to justice for the people. The mission has been developed into two components: A component of mid-term evaluation of PAOSED. The mid-term evaluation has provided decision-making bodies of the Government of Guinea-Bissau and to the services of external cooperation of the European Commission with sufficient information to: 1) have an overall and independent results of the program, with particular emphasis on the impact of actions against targets; 2) draw the main lessons of the intervention and make recommendations on its implementation for the years 2009 and 2010. A component of identification and formulation of a revitalized and consolidated project of the sovereign bodies of the legislative and judicial powers and of the democratization processes.
Yemen 2008 - 2009	Support to the parliament in Yemen Client: EC-EuropeAid The objective of the overall programme is to support democratic governance in Yemen through strengthening the institutional and administrative capacities of Parliament and parliamentarians to effectively execute their duties and represent the interests of their constituents. The specific objective of this assignment is to undertake a needs analysis of the Parliament (both in terms of equipment and training needs; in close coordination with other support provided by other donors) as well as prepare the relevant tender dossiers for supplies and technical assistance foreseen under the project.
Philippines 2008 - 2009	Final Evaluation of Governance Bilateral Projects for the Philippines Client: EC-EuropeAid The Global Objective of the assignment was to conduct a Final Evaluation of the EC’s two governance bilateral projects in the Philippines. 1. Increase the access to Justice for the Poor and Vulnerable groups 2. Prevention of corruption in the Philippines, and gather lessons learnt and recommendations to integrate in on-going and future EC interventions in the broad area of governance. The objective of the evaluation was to assess the relevance, effectiveness, impact and sustainability of the two projects. The review has provided a systematic and objective assessment of the five evaluation criteria abovementioned of these two bilateral governance programmes in order to assess their design, implementation, results and impact on the governance situation in the Philippines.
Guinea Bissau 2008 - 2009	Evaluation of the Support program to the National Authorizing Officer – SCNAO-EDF Client: EC-EuropeAid The European Development Fund (EDF) is the major part of development cooperation between the European Union and Guinea-Bissau and provides a significant resource for the State to carry out its policy of reducing poverty. The management and implementation of the EDF is up to the National Authorizing Officer (NAO), which is supported by Support Cell, consisting of experienced and competent staff and reinforced by the provision of national and international technical assistance. The overall objective was to improve the effectiveness and efficiency in the functioning of the Community Aid in order to increase the impact thereof on economic development and poverty reduction in Guinea - Bissau. The specific objectives were: - Evaluate the performance of the Support Cell to the EDF-NAO - in particular, performance and value added of the Technical Assistance, both nationally and internationally - in its role of strengthening capacity of administrative and financial management and coordination of operations financed by the EDF. - Prepare the foundation for a continuation of the Support Cell to NAO after the completion of this financing agreement.
ACP 2008 - 2009	EU Support to African Training Centres in Peace and Security Capacity Building/Training Expert: Civilian/Police Client: EC-EuropeAid Following the approval of the Partnership on Peace and Security, identification and preparation activities are required in order to move forward and to elaborate an EU programme of support for African training centres in the area of peace and security. The purpose of this study is threefold: In a first phase (desk study) the objective is to identify, on the basis of already existing documents and information, African training capabilities and training needs as well as existing bilateral and multilateral support programmes. In a second phase (field study) the objective is to identify the most relevant training centres that could benefit in priority of EU support in order to best achieve the objective of enhancing the expertise of African personnel involved in conflict prevention and conflict management within the different levels of the African Peace and Security Architecture. In a third phase the objective is to make proposals on the kind of support which is the most relevant and efficient for the selected centres, to specify the best method for delivering this EU assistance, to specify a preliminary programme budget and timeframe for implementation and to define a possible EU support programme encompassing all relevant elements required for a financing decision on the programme, including a draft Financing Proposal/Contribution Agreement.
Lesotho 2008 - 2009	Technical Assistance to conduct a training and development needs assessment local government in the districts of Leribe, Botha-Bothe and Mokhotlong in Lesotho Client: EC-EuropeAid This assignment is launched under the LGNSP (Local governance and non-state actors Support programme). The programme aims at greater involvement and effective participation of NSA in local governments. It also aims at strengthening local government structures at District and Community Council level though a wide range of capacity building efforts. This Training and Development Needs Assessment (TDNA) has been identified as a strategic review tool to assist with identifying the organisational skills required by the local government structure to deliver on its mandate, vision and mission (demand side) and the human resources development interventions (supply side) that will enable the organisation to achieve the identified human capacity requirements. Within the scope of the LGNSP programme, the current study focused on assessing the training and development needs of local government in order to enable both the LGNSP and the local government structures themselves to identify and address the skills and human resources development needs required to enhance organisational capacity and service delivery.
Sierra Leone 2008 - 2009	Formulation Mission for a new multi-donors funded Civil Service Reform in Sierra Leone Client: EC-EuropeAid The purpose of the mission is to design a new multi-donor funded civil service reform programme that strengthen the capacity of the civil service, to deliver basic services that are more responsive to the needs of the people in reviving the economy, reducing poverty, and generally improving their quality of life. This new generation of civil service reforms establish linkages with ongoing governance reforms across government to ensure synergy, coherence and effective coordination at the central and local levels. The services are provided primarily to the Government of Sierra Leone and also to Development Partners.
Nicaragua 2008 - 2009	European Union Election Expert Mission to Nicaragua - (Municipal elections foreseen on 9 November 2008) Client: EC-EuropeAid In an increasingly tenser political environment the basic conditions for electoral transparency may be very difficult to meet. It has been therefore envisaged to deploy an expert mission to Nicaragua in order to provide an informed analysis on the legal, electoral and political environment and electoral operations. The overall objective of this assignment was to demonstrate to the people of Nicaragua the EU's commitment to support democracy, to contribute to transparency in the country and to report on political developments in Nicaragua in the framework of the local elections. The specific objectives of the assignment was to provide continuous strategic analysis and reporting on the ongoing electoral processes and to provide inputs for confidence-enhancing demarches, during and after the elections.

Lebanon 2008 - 2009	Evaluation of AFKARII programme Client: EC-EuropeAid AFKARII, which started in January 2006 for a duration of 3 years, constitutes a continuation and development of AFKAR I and aims at the Strengthening of the Action of the Lebanese Civil Society in favour of the Respect of Civil and Political Rights, and the Consolidation of the Rule of Law. This evaluation has provided information related to: a) the impact and management of the project actions against its objectives as well the added value of AFKARII taking into consideration the main achievements of AFKARI; b) the quality of the technical assistance provided by Emergences in developing local capacities to define and produce results to which the objectives of the programme have been achieved; c) the evaluation of the management structure of OMSAR (Office of the Minister of State for Administrative Reform) to AFKAR II; d) identify key lessons and to propose practical recommendations for future implementation of programmes/projects to support civil society organisations in Lebanon.

Croatia 2008 - 2009	Final Evaluation CARDS 2001 to 2003 projects on Border Management, Criminal Intelligence System , and National Border Management Information System Client: EC-EuropeAid This evaluation has two parts. Part a) concerns twinnings to assist Croatia with groundwork for border management legal and structural reform with a view to being the future external border of EU; Part b) concerns twinnings (and supply) to assist Croatia with the shift to Intelligence Led Policing, and the setting up of IT structures needed for national security and future collaboration with Member States, Europol and SIS. The objective of the evaluation for both parts was to assess: 1. The Croatian political support ; 2. The Ministry of Interior priority, capacity, planning and efficiency of realising above mentioned standards; 3. The performance of 2001-03 and 2002-03 CARDS projects ; 4. TANZANIA 2008	Mid-term Evaluation of Programme to Support Non-State Actors in Tanzania Client: EC - EuropeAid This mid-term evaluation and identification was part of a €3 million programme designed to support NSA (Non-State Actors) capacity development in Tanzania. The NSA Support Programme aimed to empower non-state actors to be informed of and to contribute to the formulation, implementation, monitoring and evaluation of development policies and processes through improved dialogue with Government and better access to information. It aimed also to strengthen the capacity of NSAs to effectively engage in policy dialogue, information exchange and networking on development issues. The purpose of the evaluation is: - to assess the progress to date of the NSA Support Programme, with reference to the provisions of the programme’s Financing Agreement, log-frame and work-plan; - to make constructive recommendations for its effective completion, and if relevant and viable beyond this.
COLOMBIA 2008	Mid term evaluation “Strengthening of Justice Sector for the reduction of unpunished crimes in Colombia” Client: EC - EuropeAid The European Commission has signed with the Government of Colombia a Financial Agreement to accomplish the project “Strengthening of Justice Sector for the reduction of unpunished crimes in Colombia” to support the consolidation of the Rule of Law and reducing impunity, improving the responsiveness of the Justice sector. The project contributed to achieving the overall objective through the definition of Results in line with the financial agreement, the General Operating Plan and the corresponding Logical Framework: "Improving the effectiveness of the criminal justice sector and the respect for the rights of citizens”
GUATEMALA 2008	Final Evaluation on Strengthening Civil Society –Fiscal Unit against Discrimination and Department for Coordination of Indigenous Population Client: EC - EuropeAid In Guatemala, impunity and general lack of trust in Judiciary System represent a structural and cultural weakness which mostly affect indigenous people. In this context, the EC has launched a Program in order to reduce the high level of discrimination suffered by local population. This program gave information to the EC Delegation and the Public Ministry on the progress of the results established in the Plan Operativo Unico (POU). The project has developed an evaluation of the results obtained on each components in relation to the one established a priori and the implementation of the strategies used for the achievements of the results. This evaluation has figured out the complex situation of the Justice in Guatemala.
Bangladesh 2008	Modernising Land Records - Project Formulation Mission Client: EC - EuropeAid Bangladesh is the most densely populated country in the world but less than 10 per cent of the total population possess a birth certificate. While Bangladesh is signatory to all major human rights treaties, including the Convention on the Elimination of All Forms of Discrimination Against Women and Rights of the Child, women remain disadvantaged in their access to public services and their participation in the political process. An array of social indicators suggests a substantial gender inequality in health, education, income, personal security. The present assignment seeks to build on this engagement, by seizing on the reform initiatives of the interim government and identifying actions in support of these, bearing in mind the EC commitments to aid effectiveness, donor harmonisation, human rights and civil liberties. At the same time, the mission has to identify the risks associated with the proposed intervention during this political juncture and propose mitigating measures. A future elected government should be able to endorse the proposed action.
SOUTH AFRICA 2008	Final Evaluation: Conference, Workshop & Cultural Initiatives Fund (CWCI) III Client: EC - EuropeAid This final review consisted of the final evaluation of the CWCI III project and a general review of the CWCI project’s impact in South African society, after almost ten years of operations and after more than 250 grants have been allocated to Non-State Actors across the country. The objective of this external final review was to: 1. Make an overall independent assessment about the past performance of the project, paying particular attention to the impact of the project actions against its objectives; 2. Identify and elaborate on key lessons learned and propose practical recommendations; while the main focus was to evaluate performance to date, the study also suggested, with supporting arguments, possible future activities; 3. Evaluate the role and place of such a project in the South African context.
LIBERIA 2008	Technical Assistance for Methodological Framework and Launching of the County Development Client: EC - EuropeAid Liberia has passed through an extended period of political, social and economic instability, which left basic infrastructure, services and human assets in a shambles. Conflict and mismanagement have taken Liberia to the bottom of the Human Development Index. In the framework of the National Indicative Program, the EC has approved to fund a County Development program of €25m in September 2007. The overall objective of the program is to alleviate rural poverty, consolidate peace and democracy and sustain economic growth, improving living conditions of local communities by increasing access to basic social services, promoting income generation and job creation opportunities, and supporting more effective, efficient and democratic local administration. The global objective of the assignment was to enhance the methodology and to prepare the launching of the activities of the County Development Programme.
KENYA 2008	Mid Term Review Rural Poverty Reduction and Local Government Reform Programme (RPRLGSP) Client: EC - EuropeAid The overall objective for this assignment is to conduct an independent mid term review of the RPRLGSP programme and the reduction of rural poverty. The programme should contribute significantly to the national goal of the reduction in the number of people below the poverty in Kenya by 50% by 2015. The purpose of the programme is to improve accountability and Local Authority responsiveness in delivering services to the rural poor. The main objective of the assignment is to assess the operational aspects of the programme, such as project management and implementation of activities and the extent to which objectives are being fulfilled. The aim is to review the relevance, effectiveness, efficiency sustainability and impact and draw lessons learned so far and propose recommendations for the needed adjustments during the remaining programme’s implementation period.
SOUTH AFRICA 2008	Final Evaluation, Support to Policing of Crimes Against Women and Children in the Eastern Cape Client: EC - EuropeAid The overall objective of this programme is improved safety and security for the people of the Eastern Cape. This theme is developed into the specific programme purpose of prevention of crimes against women and children and improving the services delivered to people affected by such crimes in geographical priority areas. This study aims to assess the relevance, impact, efficiency and effectiveness as well as sustainability of the Programme against the expected results on the basis of the indicators formulated in the project logical framework of the Programme. The Final Evaluation include also an assessment of the actual project activities and approach against the original design. The focus is on the impact of the EC Programme to strengthen the capacity and institutional reform of the relevant institutions and the sustainability of the programme outcomes as well as the community participation.
MALAWI 2008	TA to design Case Administration System for Civil and Criminal Cases in Malawi Client: EC - EuropeAid The project aims at strengthening the democratic process and good governance in Malawi by supporting the improvement of legal framework, the delivery of justice, to improve the quality and speed of judgements as well as the access to effective and fair justice. The focus is also on the accountability and the transparency of institutions and processes, including the electoral process and the information and the empowerment of the population to gain effective access to its rights. The objective of this Technical Assistance Contract is to provide two experts to assist the Judiciary, Department of Public Prosecutions (DPP) and Legal Aid Departments in designing of a Case Administration System for both the criminal and civil cases.
NICARAGUA 2008	Support to the modernisation of civil registration and citizens basic ID systems in Nicaragua Client: EC - EuropeAid In Nicaragua the Consejo Supremo Electoral (CSE), holds the electoral power and in its functions of an electoral court, it manages the whole electoral process. Registration is done manually. Only when a book is full it is sent to the department level electoral councils or CEDs, which in turn reviews the information and sends the books to the central registry. Under-registration is an evil affecting the civil registration system and it's partly a product of that system's failings. The Commission has identified a project to bring together the key actors in a common initiative to address the failings of the civil registration and "cedulación" systems. The global objective of the assignment has been to assist the EC Delegation to Nicaragua in formulating a project of support to the modernisation of civil registration and citizens basic ID systems in Nicaragua.
Sudan 2008	Support for Preparation of the Capacity Building for the Sudanese Administration II Project (Government of Southern Sudan component) – CBSA II (GoSS) Client: EC-EuropeAid The project purpose is to strengthen the government capacities to design and implement policies and programmes on a participatory basis, and more particularly to reinforce NAO capacities and GoSS to perform and fulfil its responsibilities as defined in the Cotonou Agreement and in respect of the Comprehensive Peace Agreement. The specific objective of the assignment is to establish the implementation modality under the GoSS component and to produce all the necessary documentation that will allow the EC Delegation to exercise its responsibility for programme implementation in Southern Sudan. This includes the development of a tender dossier that allows for recruitment of a consultancy company to provide services, equipment, and technical assistance.
Cameroon 2008	Recruitment of a Technical Assistant in charge of developing the strategic vision of the Chamber of Accounts of the Supreme Court Client: EC-EuropeAid The project's overall objective is to define the strategy of development and evolution of the Chamber of Accounts with regard to its missions, its organization, its activities and working methods, to give greater efficiency to this jurisdiction. The specific objectives of the mission are: 1. Definition of a control strategy; 2. Defining a strategy to establish regional courts of accounts; 3. Defining methods and work tools to put in place; 4. Definition of a working method to strengthen the role of assisting the Chamber in relation to the executive power and the Parliament; 5. Identification of any difficulties which hinder the normal functioning of the Chamber of Accounts and formulation of recommendations; 6. Determining the numbers and qualifications of personnel,magistrates and not at medium and long term; 7. Definition of improvements to the working conditions of staff.
MALDIVES 2008	EU Election Expert Mission to the Maldives Client: EC - EuropeAid The overall objective of this assignment was to contribute to transparency in the country and to enhance the EC Delegation’s capacity to implement its mandate to monitor and report on political developments in the Maldives, in particular the 2008 Presidential Elections. The specific objective of the assignment was to provide continuous strategic analysis and reporting to the EC and EU Member States on the ongoing electoral processes and to provide inputs for confidence-enhancing demarches, during and after the elections. The experts have also provided advice on the elaboration of an EU declaration on the outcome of the election and the development of a common EU approach to the Maldives in the aftermath of the elections. The experts have formulated targeted recommendations on electoral reform by the country authorities, including the electoral authorities, with a view to the possible 2009 Legislative elections.
JORDAN 2008	Institutional Support to the Aqaba Special Economic Zone Authority (IS-ASEZA) - Uncertainty Estimation Expert (UEE) Client: EC - EuropeAid The objective of the assignment was to upgrade ASEZA’s capacity to contribute to the development of the zone, through technical assistance, infrastructure, equipment and training in three sectors:  Tourism: development of a sustainable professional capability leading to the establishment of a world standard tourist industry in all it’s aspects;  Trade: upgrading the post-audit and inspection units within ASEZA;  Environment and food laboratories: preparing laboratories and environmental monitoring stations, their staff and operating procedures to meet the requirements for certification and accreditation to international standards. The Uncertainty Estimation Expert (UEE) has assisted the Laboratories to revise the uncertainty budgets for the 10 parameters to be accredited and in training the staff to realize the parameters that affect the uncertainty for different tests, the components that contribute to uncertainty budget, in addition to building uncertainty budget.
MOLDOVA 2008	Biometric Passports for Moldova Client: EC - EuropeAid To provide support for the introduction of biometric passports is a priority for the EC Delegation in Chisinau. The overall objective of this assignment is to advise the EC Delegation concerning the best strategy to assist with the introduction of biometric passports in Moldova and to prepare Terms of Reference for procurement and related training for the biometric passport component of the ENPI 2008 JHA project.
DEMOCRATIC REPUBLIC OF CONGO 2008	Technical Assistance – IT Expert & Demographic expert Client: EC - EuropeAid In the framework of political governance, the European Commission has realised institutional projects supporting the IEC (Independent Electoral Commission) in the organization of the electoral process in 2005 and 2006. In this context, the European Commission offers to the National Processing Centre (NPC) of the IEC and to the future INEC (Independent National Electoral Commission) an international computer and demographic expertise. This Technical Assistance aims to support the IEC and the INEC to lay the foundations of the organization of any future election. The specific objective of the technical assistance is to ensure the preparation of free, democratic and transparent elections with the purpose of greater cost-effectiveness, by expanding the acquired technology and expertise of elections in 2005-2006 in DRC by strengthening the capacity of the IEC/INEC of the National Processing Centre and by skills transfer.
MADAGASCAR 2008	Feasibility study of a sectoral program for local development and support to decentralization in Madagascar Client: EC - EuropeAid Within the framework of strategic programmes of fight against poverty, in particular the Madagascar Action Plan 2007-2012 (MAP), the Government of Madagascar has adopted a National Programme of Decentralization and deconcentration that as of 2007-2008. Through the Programme both the European Commission and the World Bank work to support the Government to implement its sector policy of decentralization, in compliance with the MAP. This assignment aims at strengthening the capacity of municipalities in their tasks, both funding basic infrastructures and providing support to the institutions. The Programme can also help to strengthen coordination between all the donors who support the sector of decentralization and deconcentration in Madagascar.
TAJIKISTAN 2008	Support to the Development of the JCSS in Tajikistan Client: EC - EuropeAid In line with the Paris Declaration, a range of donors in Tajikistan are developing a Joint Country Support Strategy (JCSS) for Tajikistan. The strategy will help to align our policies and programmes behind national priorities as set out in the Government of Tajikistan’s 2007 - 2009 Poverty Reduction Strategy and National Development Strategy until 2015. It will also help to ensure that donors in Tajikistan are adopting good practice in aid effectiveness: results oriented, Government-led, mutual accountability, better co-ordination, etc. The specific objective of the assignment is to gain a coherent and comprehensive picture of donor activity in the Public Sector (including Public Finance Management) and the field of Human Rights and Judiciary in Tajikistan and to map all donor inputs against Government systems and priorities.
MALAWI 2008	Development of research and advocacy training curriculum and manuals for malawian non-state actors Client: EC - EuropeAid In Malawi, the Non State Actors sector is large and diverse contributing to significant international resource mobilization and creation of employment. The capacity building Programme for Non State Actors (NSA) in Malawi is a joint project of the Malawi Government and the European Union to strengthen the capacity of NSAs to provide effective and improved service delivery to local communities as well as to define independently their policy agendas and be more actively involved in policy dialogue with the government on development issues. The realization of socio-economic rights remains a key challenge. From its inception, the democratically elected government has committed itself to redressing these inequalities and improving the lives of its citizens, through promoting a human rights culture. The European Commission Delegation in collaboration with National Treasury is currently considering a new governance package for the 2007-2013 funding period under the new Country Strategy Paper and National / Multi-annual Indicative Programme. The overall objective of the assignment is to undertake a formulation/design exercise for a future programme named “Access to Justice and Promotion of Constitutional Rights Program.
BURUNDI 2008	Specific terms of reference for two experts in modernization simplification and computerisation of land offices in Burundi (Register and Land Titles) Client: EC - EuropeAid Studies show that the farmers have no legal defence as far as farmland is concerned. This affects negatively the production, health and management of conflicts in Burundi. The objective of the consultancy is to contribute to the prevention and resolution of conflicts over land in Burundi. In particular, two specific studies were finalized: 1. Diagnostic Study on the management of Land Registry office, land titles and topographic services of Land Management in Burundi and proposals for simplification and modernization. 2. Execution Study for a computerization of the different departments, taking into account the geographic information system accomplished by the Ministry of Land Management in two pilot provinces (Bubanza and Kirundo).

Its overall objective is to make government, donor policies and programmes increasingly responsive to the demands of the more vulnerable sections of the population. The specific purpose is to enable Civil Society Organisations to engage effectively with government, the private sector and donor agencies in the development process. The Mid term review of the CSCPB is a requirement stated in the Financing Agreement. Its main purpose is to assess the progress made to date, to identify constraints faced by the programme and to make recommendations for the implementation of the remaining programme period.

Nigeria 2007	Mid-term evaluation of the Water Supply and Sanitation Sector Reform Programme and the Support to Reforming Institutions Programme Client: EC-EuropeAid The European Commission and the Federal Government of Nigeria agreed in December 2004 to support the implementation of the Water Supply and Sanitation Sector Reform Programme (WSSSRP) and the Support to Reforming Institutions Programme (SRIP) in Nigeria. The objectives of WSSSRP and SRIP are to improve good governance and the quality of service delivery by the public service through more efficient and transparent management of public finances and to increase access to safe, adequate and sustainable water and sanitation services at federal level and in six focal states that were previously selected. The global objective of this assignment is to assess the relevance, efficiency, effectiveness and sustainability of the programmes’ implementation, management at federal level and overall coordination in relationship to their objectives and assumptions and give recommendations for the improvement of their implementation for the remaining period of the programmes.
Niger 2007	Evaluation of the compliance of synthetic self-locking paving for the creation of vehicular roads and the relevant norms and standards for manufacturing and setting Client: EC - EuropeAid The main objective of SYRENE Programme is to contribute to food safety and fight against poverty strengthening the whole cycle of livestock production from the beginning to the end. The specific objective is to strengthen and develop the structure and organization of the handicraft and industrial smallest enterprises to make them productive. The project SYRENE developed technologies aiming at providing solutions to problems, previously identified. Among them, the project designed and carried out the manufacturing of self-locking paving, using a blend of sand and plastic bags (polyethylene and polypropylene). This assignment aims at assessing the technical economic and environmental sustainability of synthetic paving produced, as provided by SYRENE Programme, for the creation of vehicular roads.

Costa Rica 2007	Mid term evaluation of the project “Municipal strengthening and decentralization” Client: EC - EuropeAid The Republic of Costa Rica through the Ministry of Planning (Mideplan) and the European Commission in December 2002 agreed to boost the program "Municipal strengthening and decentralization". The purpose of the program was essentially to promote and improve the democratic functioning of municipal institutions, creating conditions for transferring responsibilities, powers, resources and talents to other spaces and territorial entities with the aim of establishing a decentralized management State that effectively and efficiently, promote balanced development and equitable sharing of assignments and social benefits. The beneficiaries were municipal institutions, their regional and national organizational associations and the project posed concrete results in terms of strengthening and improving of the overall functioning and organization of these entities. This framework has provided a number of individual and collective beneficiaries related to the activities about training, and capacity building for leadership and management, which has benefited players in the civil service, social organizations and productive and political parties in relation to the favourable conditions to strength its democratic participation and construction of its development.

Swaziland 2007	Preparation of a Livestock Development and Marketing Bill in Swaziland Client: EC - EuropeAid The livestock sub-sector accounts for about 14% of agricultural output and 1% of total GDP. Traditionally this sector is dominated by the production of cattle. The country has a great potential which is relatively unexploited especially on Swazi Nation Land (SNL) where 83% of the country’s livestock is reared. Government is now putting more emphasis on promoting commercialisation of smallholder farmers on SNL. This is expected to assist in achieving the government millennium development goals of food security, poverty alleviation, increasing rural incomes and generating employment. The objective of this assignment is to prepare a Livestock Development and Marketing Legislative Framework that will support the sustainable development of the livestock sector and enforce compliance with established policies and regulations guiding the development of all sub-sectors of the livestock industry.
Chad 2007	Support to the Electoral System Client: EC EuropeAid The expert is required to give assistance to Chad authorities in order to reform the electoral system and follow the preparation and start-up of the actions supporting this process, sustained by the European Commission with regard to the political dialogue and pledged by the European Funds for Development. SOUTH AFRICA 2007	Final Evaluation of the EPRD – SF, IDC and TAT II Programme Client: EC - EuropeAid This project consisted in the evaluation of three programmes: the European Programme for Reconstruction and Development Support Facility (EPRD-SF), the International Development Co-Operation Support Programme (IDC-SP) and the Technical Assistance Team Programme II – Transitory Phase (TAT II). The final evaluation’s overall objective was to assess the design, implementation and results of each of the three EC financed programmes in order to determine their relevance, efficiency, effectiveness impact and sustainability in the context of their stated purpose. It was to provide a comprehensive overview of the entire programmes and provide the Government of South Africa and the services of the European Commission with elements to : a) make an overall independent assessment about the past performance of the three programmes, paying particularly attention to the impact of the programmes actions against their objectives; b) identify key lessons learned and propose practical recommendations; consider options for future collaboration in line with current EC financial regulations and EC development policy.
SURINAME 2007	Ex post evaluation of the project “Consolidation of democracy and support to election activities in Suriname 2005” Client: EC - EuropeAid The stated objectives of the “Consolidation of Democracy and Support to Election Activities in Suriname 2005” were: i) to promote free and fair elections ii) to consolidate democracy in Suriname and iii) to promote sustainable political and social stability. The project had 4 main activities, as follows: • A civic and voter education program prior to the election focusing on increasing the participation of women, first time voters and voters from the interior. • A media monitoring and media training program. • Support and professionalize domestic observation of the election process. • Provision of technical assistance to the bodies charged with the conduct of the election. The project report made a number of detailed and constructive recommendations on how the Government of Suriname may wish to further improve the way the next elections are managed sometime around 2010. The evaluation looked at the impact of the EC funded programme in 2005 and also provided an assessment of achievements, to date, in implementing the recommendations.
TOGO 2007	Preparation of the Tender Dossier for the equipment provision for the Project “Institutional Support to the Togolese Administration” Client: EC - EuropeAid This project is considered to be necessary to the improvement of the country efficacy and transparency within the political administration and public service economy. It aims at increasing and strengthening the level of institutional capacity of the Togolese administration key State bodies, weakened by political and social crisis over the last years. One of the main components of the Programme is the equipment provision for an amount of ministries to let the public administration officers to accomplish their tasks at their best, with efficacy and coherence, in accordance with the Programme objectives. The objective of the mission is the preparation of a Tender Dossier for the equipment provision of IT materials, furniture and vehicles for service units as well as for Togolese administration offices, involved in the project.
SOUTH AFRICA 2007	Seven Assessments Study: Sector Policy Support Programme for the South African Legislative Sector Client: EC - EuropeAid The purpose of the review is the identification and formulation of a project or programme of support to the South African Legislative Sector, using the Sector Policy Support Programme (SPSP) as an implementation modality. The study consists of two phases: Phase I: Conduct the assessment study to confirm that the conditions for a Sector Policy Support Programme in the South African Legislative Sector are met and identify areas, if any, where improvements are required to fully meet the conditions for the successful application of a SPSP modality for EC support to the South African Legislative Sector. Phase II: In addition, the consultants were required to develop recommendations, in close collaboration with designated representatives of the Sector’s Working Group on the SPSP.
KOSOVO 2007	Assesment of the Justice and Home Affairs (JHA) sector in Kosovo Client: EC - EuropeAid This project aims at strengthening the Rule of Law in Kosovo, including increased respect for minority rights, gender equality and the principles of non-discrimination, through fighting corruption and furthering alignment with and implementation of the acquis in the area of JHA.
NIGERIA 2007	Technical Assistance for the ECOWAS Small Arms Unit Client: EC - EuropeAid The ECOWAS Convention on Small Arms and Light Weapons adopted on the 14th June 2006 in Abuja, Nigeria is intended to provide the Community with a specific legally-binding instrument for the fight against the proliferation of small arms and light weapons in the region. Our assignment is expected to provide the ECOWAS Small Arms Unit with the technical capacity to enable the Unit to put in place relevant procedures/mechanisms that can facilitate and contribute to an effective implementation of the ECOWAS Moratorium /Convention on SALW. The objectives of this project are: 1. To assist in the drafting, approval and adoption of a comprehensive and integrated Plan of Action for the implementation of the ECOWAS Convention. 2. To provide assistance to improve the management of the exemption process to the ECOWAS Moratorium/Convention through the adoption of a standardized form and a computerized database.
CHAD 2007	Mission : “Intervention Strategy in the Suburban Areas (SA): Feasibility and methodology for the local Development of the SA of Zakouma National Park” Client: EC - EuropeAid The National Park of Zakouma (NPZ), in the South West of Chad, is a highly significant heritage, both at national and continental level. The conservation of this still untouched Sudan-Sahelian ecosystem makes the Park the Shrine for the environmental biodiversity preservation. There is a great number of animals living within the Park, highly important species and underspecies threatened by extinction. The general objective of this project is to guarantee a long lasting management of natural resources in the SA of the NPZ, promoting the local development through a process where local actors play a key role in the territory development.
TPS-Europe 2007	Study on the linkage between migration and development –operational implications for the programming and project development Client: EC EuropeAid The project is expected to contribute to improved knowledge about the operational aspects of linking migration and development. It should deepen the knowledge on how the various services of the European Commission with their actions within or focussed at third countries can support the positive sides of migration on the development of third countries, and reduce the negative effects. Services of the European Commission are the direct beneficiaries of this assignment as the outcome is expected to support the design and implementation of better targeted projects strengthening the positive aspects of migration for the countries of origin.
Moldova 2007	Review. Assesment and Drafting ToR's for Supporting to the Implementation of the EU Moldova Action Plan and Partnership and Co-operation Agreement, the National Coordinating Unit and the Legal Approximation Process in Moldova Client: EC EuropeAid The project’s overall objective is to promote the economic, political and social development of Moldova in line with the priorities set out in the Action Plan and the PCA, as further detailed in the EU-Moldova Co-operation Councils. The Global objective of this contract is to review and assess the related issue in Moldova and to draft TORs for one or more projects under NAP 2005 and to assist the EC in preparing one more call(s) for tender. However due to the different nature of the activities and the beneficiaries it is envisaged to have a separate project to support the National Coordinating Unit and, if possible, a policy advise project for the Ministry of Foreign Affairs separated from a project on legal approximation involving the Ministry of Justice, the Parliament and the line ministries.
Azerbaijan 2006 - 2008	Support to the Establishment of the Twinning Programme Administration Office (PAO) in Azerbaijan Client: EC-EuropeAid Azerbaijan has been a beneficiary of EC External Assistance programmes, and in particular Tacis technical assistance, since 1991. In the context of the European Neighbourhood Policy (ENP), and to accelerate the process of administrative reform and facilitate the design and implementation of public policies, it has been agreed to extend the instruments of institutional twinning to Azerbaijan. Twinning projects are ruled by a set of procedures summarised in a Reference Manual. The procedures foresee the establishment of a Programme Administration Office (PAO) in charge of the facilitation and monitoring of the Twinning project cycle. This project contributes to the successful launching of Twinning operations in Azerbaijan by supporting the establishment of a well-functioning Twinning Programme Administration Office.

Georgia 2006 - 2007	Sector Analysis – Quality Management System in Georgia Client: EC-EuropeAid Recently the Government of Georgia has recognised the importance of the Quality Management System, which consists of standards, technical regulations and conformity assessment infrastructure, on the basis of two policy objectives: • Recognition of Georgia’s products on international markets, stronger access to the EU market, resulting in more diversity of exports in the longer-term perspective; • To ensure product safety and thus avert threats to public health. This assignment aims at providing a comprehensive sector study of the Georgian Quality Management System.
Ukraine 2006 - 2007	Priority identification and needs assessment for sector-wide project on Ukrainian Detention and Imprisonment System reform Client: EC-EuropeAid The new Ukrainian authorities have affirmed Ukraine’s commitment to the rule of law and asserted that such a commitment will be a source of strength for Ukraine’s future development. The reform of Ukrainian Detention and Imprisonment System remains the Government's top priority. The global objective is to assess the needs of reform of the Ukrainian Detention and Imprisonment System, to identify the reform priorities, to establish absorption capacities of the State Department of Ukraine for Enforcement of Penalties, and to suggest a scope, methodology and logistics of the EC assistance that could be rendered by a future sector-wide programme.
Kenya 2006 - 2007	Mid Term Review of the Governance, Justice Law and Order Sector (GJLOS) Reform Programme Client: EC-EuropeAid The GJLOS Reform Programme is a sector-wide, cross-institutional reform programme led by the Government of Kenya and supported by more than 15 International Development Partners. The objective of this Mid Term Review is to assess the overall progress of the GJLOS Reform Programme to date against the anticipated results in the Medium Term Strategy (2005-2009) and its Logical Framework, using the five DAC (Working Party on Aid Effectiveness) criteria of relevance, efficiency, effectiveness, impact and sustainability.
South Africa 2006 - 2007	Development of Provincial and Municipal International Relations (PMIR) Strategy Client: EC-EuropeAid The objective of this project is to establish a strategy for PMIR that will inform and guide the strategic and accountable manner provincial and municipal international relations should be conducted. Also to achieve an effective allocation and utilization of partner country resources. Zimbabwe 2006 - 2007	Mapping Study of the Non State Actors in Zimbabwe Client: EC-EuropeAid The purpose of this study is to define a long-term strategy to mainstream Non State Actors participation so as to contribute to the development of a legitimate, effective and viable civil society in Zimbabwe. The study has four specific objectives: 1) Carry out an institutional analysis (including a ‘mapping’) of key social, political, economic non-state actors and their relationship/linkages with the political institutions, the development partners and the constituencies they represent; 2) Give an overview of relevant NSA networks and organisations and assess the capacity of these organisations, the role they play and the constraints they face, in terms of advocacy, monitoring, policy dialogue and service delivery, both at district and at central level; 3) Analyse opportunities and possible ‘mainstreaming’ NSA participation in development and cooperation processes; 4) Identify relevant capacity building strategies for NSA, taking into account the activities undertaken in this area by other donors or international NGOs.
Republic of Serbia & Montenegro and Former Yugoslav Republic of Macedonia 2006 - 2007	Evaluation on the Support to Local Authorities in the former Yugoslav Republic of Macedonia and in the Republic of Serbia. Client: European Agency for Reconstruction In the former Yugoslav Republic of Macedonia (FYROM), municipalities have limited financial autonomy, and lack a coherent system of local public finance. The planning and financing of investments at the local level is centrally managed. Municipalities mostly lack skilled personnel. The EAR programmes are supporting the decentralisation process and help municipalities address these needs as well as build their capacity to manage the transferred responsibilities. This specific mission aimed at improving the quality and outcome of the Agency’s support to Local Government/Authorities in the Former Yugoslav Republic of Macedonia and the Republic of Serbia respectively.

It will support cross-border and regional co-operation along the EU's eastern and southern border. By funding such co-operation through a single instrument, the Commission intends to address the limitations of the current Neighbourhood Programmes and allow for multi-annual co-operation programmes between Member States on internal borders. TURKEY 2006	IT experts for the Judicial Modernisation and Penal Reform Programme in Turkey Client: EC - EuropeAid To increase the efficiency of the judiciary, The Ministry of Justice has prepared a National Judicial Network (NJN) Project which aimed at setting up an information system between Courts and institutions of the Ministry, including prisons. The NJN Project equipped these with computers and internet connection and gave them access to legislation. Bangladesh 2006	Assessment for project proposals for “civic awareness”, Bangladesh Client: EC-EuropeAid This project is designed to make a contribution to the consolidation of democracy in Bangladesh, more specifically the consolidation of free and fair elections. The development of innovative approaches is also required to promote the influence of vulnerable groups whose participation in the electoral process still leaves much to be desired. Projects should for this purpose not only work with the vulnerable groups themselves, but also focus on the level of awareness among non-vulnerable groups. Liberia 2005 - 2006	Technical Assistance to the National Authorizing Officer - Client: EC-EuropeAid EU aid to Liberia remains primarily post humanitarian funded rehabilitation assistance. The first Liberia Rehabilitation Programme was approved in 1994, a second Liberia Rehabilitation Programme was approved in 1998. In July 2001, the Commission approved a third programme called the Reintegration Programme for Refugees and Displaced People for the amount of 25 MEURO. Implementation of this programme is ongoing and the programme duration was initially estimated at 24 months. The main components of this third programme are Health , Local Community Development, Water and Power. This third programme is directly managed by the Commission acting on behalf of the Government of Liberia.This assignment is a temporary measure designed to provide support to the Commission’s activities in Liberia in the field of financial and contractual management. The TA, based in Abidjan, operates under the authority of the Head of Delegation, acting on behalf of the National Authorising Officer of Liberia, in close cooperation with the Head of Finance/Contract Section. He ensures that the financial and contractual functions are performed in line with the overall EDF instructions and procedures.
Ivory Coast 2005 - 2006	Identification of the situation of war victims, uprooted people and refugees in Ivory Coast Client: EC-EuropeAid With consideration to the damages affected by the populations because of the war, that started in Sept 19th 2002 and lasted until July 2003, a Ministry of war victims has been settled to guarantee and monitor that the governmental policy is carried out with respect to the war victims, uprooted people and refugees.The straight beneficiary of the project is the Ministry of war victims. The indirect beneficiaries are the war victims mainly, who are the uprooted, refugees, widows, orphans, the maimed, and all those who are disabled by the war.Our consultant provides the Ministry of war victims with the necessary information to make it possible the evaluation of the situation of war victims, widows, orphans, as well as groups and communities affected by this war.This study puts forward actions and measures to be taken in order to help their social integration and rehabilitation.

South Africa 2005	Design study for Support to DoSD Victim Empowerment Programme in South Africa Client: EC EuropeAid South Africa’s transition from apartheid to democracy is a well chronicled process, with various strategies being implemented. A major scourge to this transformation agenda remains crime and violence, with a number of studies indicating that levels of criminality and violence remain unacceptable.In response, government adopted the National Crime Prevention Strategy, which among other things advocated for a victim centred approach to preventing crime and violence. A key component in this regard was the establishment of an inter-department, national Victim Empowerment Programme (VEP) located in the Department of Social Development. VEP emphasises crime as a social issue rather than a security issue. The ultimate purpose of the programme, as captured in the VEP mission statement, is to provide a caring and supportive service to victims of crime that is accessible, timeous and thorough, thus contributing to a sense of empowerment and an environment conducive to peaceful communities.
China 2005	Identification Mission - Governance Capacity Building - Legal Education Client: EC EuropeAid China has in recent years made considerable progress in modernising its laws and legal institutions. It has in place the institutions of a formal legal system; a framework of laws and regulations, a national court system, a national prosecutorial system, numerous accredited law schools, and a rapidly expanding legal profession. However, the capacity of China’s legal and judicial system to effectively ensure adherence, compliance and enforcement of the law in an equitable manner is still limited.In line with the European Commission’s policy towards China, the National Indicative Programme 2005-6 (NIP) foresees a major action to enhance good governance, focusing on increasing the capacity of selected Chinese legislative organs, judicial and administrative systems and law enforcement agencies. The overall objective of the programme is to support the Chinese Government in its efforts to develop a society based on the rule of law. The specific objective is to increase capacity for realising China’s governance priorities.
Bangladesh 2005	Project Identification Mission for the project "Combat Trafficking of Children and Adolescents" Client: EC EuropeAid Trafficking of humans is a serious crime which violates numerous human rights agreements, conventions, and laws. Thousands of children and women are trafficked each year across the world. It is estimated that in Bangladesh alone 10 – 20,000 women and children a year are trafficked within Bangladesh or to a neighbour country, for domestic servitude, the sex industry, hard labour, bonded labour, factory work, for girls child marriage, and for boys to be camel jockeys.The European Commission is committed to supporting the Government of Bangladesh in the implementation of its anti-trafficking strategy and to coordinating our efforts with the government and other donors.This commitment is supported by the European Commission’s national indicative programme (NIP) for 2006. Under the priority area ‘Human Rights and Democracy’ one of the Commission’s objectives is to support the GoB in its efforts to design and implement an appropriate counter-trafficking strategy, focusing on improving the effectiveness of stakeholders (central and local government, law enforcement officers, NGOs, community) and increasing civil society’s awareness and understanding of trafficking issues.
Afghanistan 2005	Identification mission ARTF/LOFTA/NSP Client: EC EuropeAid The European Commission (EC) has assisted the Afghan stabilization and reconstruction efforts with a significant contribution to three different multi-donor programmes: the Afghan Reconstruction Trust Fund (ARTF), the National Solidarity Programme (NSP), and the Law and Order Trust Fund for Afghanistan (LOTFA). These interventions have guaranteed the overall post-conflict socio-economic stability by helping the government cover its investments in its reconstruction programme.EC Delegation to Afghanistan has to assess and review the developments of the three (3) ongoing programmes (ARTF/NSP/LOTFA) and evaluate the impact of these programmes on the overall development of the country. Aspects such as sustainability, accountability, efficiency, effectiveness, complementarity and long-term impact should be investigated and taken into consideration. The mission puts forward recommendations based on consultation with the major national and international stakeholders. These recommendations are integrated in a Formulation Proposal for each of the three components and a single final Financing Proposal 2006, titled “Governance”.
Fyrom 2005	Development of technical specification for equipment supply for evidence management and forensic analysis. Client: EC EuropeAid Criminal activities, including trafficking in persons, drugs, munitions, are acknowledged as being widespread within the Former Yugoslav Republic of Macedonia.This project consists in a technical assistance intervention that must perform a comprehensive review of documentation already prepared, conduct a market analysis to ensure competition within the market and potential compliance with applicable Origin rules, and draft tender-ready Technical Specifications and Special Tender Conditions, for supply tender to be launched under CARDS regulations. At a later stage, the expert is required to participate in the evaluation of commercial proposals received.The principal project partner is the Ministry of Interior, specifically the Department of Forensic Science. Assistance is given to this department, to the central criminal laboratory. The primary beneficiary institution will be the Police, FYR Macedonia. The overall objective of the project is to assist in the development of the operational capacity of the Police to manage, store and analyze material evidence, and to enhance the quality of, and confidence in evidence presented to the Prosecutor functions and before the Courts.
Laos 2005	Assessment/Formulation mission on decentralisation in Lao PDR Client: EC-EuropeAid The objective of the study is to assist the European Commission and the Government of Lao PDR in the preparation of the first WG meeting. The expert is expected to undertake research on the country’s ongoing decentralization process and to come up with a concept paper for possible EC intervention in the sector in the future. In particular, he will analyze literature on decentralization in Laos including official decentralization documents (among others the draft decentralization decree) and the ongoing Saravane decentralization project supported by UNDP. He will come up with recommendations on how best the EC could jointly support the Saravane project or any other Government initiative in the sector. Consequently, this recommendation will be presented to GOL by EC and further discussed in the WG meeting.
Laos 2005	Preidentification mission on Freedom of Expression and the Role of Media in Lao PDR Client: EC-EuropeAid The overall objective of the study is to assist the European Commission and the Government of Laos in the preparation of the first WG meeting. The specific objective is to carry out an assessment of the situation and issues regarding the Press and Information in Laos. The expert will help identify project ideas and assess their feasibility. S/he will produce also 2 short papers on the European perspective concerning “Access to information and quality control” and “Concepts and principles of freedom of expression” and make a presentation at the Press and Information Workshop based on these papers.The one day Press and Information Workshop will bring together around 30-40 participants: 15-20 Vientiane based Lao journalists, Ministry of Information and Culture and other Institutions officials, as well as EC officials. The principal aim of the Workshop is to contribute to an open EC-Laos dialogue and discussions at professionals’ level, in order to help enrich the official dialogue and explore avenues to enhance the freedom of expression and the role of the media in the country. The Workshop is also meant to result 2 working papers from the EC recruited expert and concrete recommendations to be discussed at the official WG Meeting.

Afghanistan 2005	EC support to border management at the afghani-tajik border Client: EC-EuropeAid The Afghan Government has taken steps to reinforce other borders but it has not done much on borders with the Central Asian Republics of Turkmenistan, Uzbekistan and Tajikistan. Tajikistan is the weakest border of the three because of its length (more than 1,500 km This certainly renders the Afghan-Tajik border more insecure and open to the illicit movement of people and goods, particularly opiates transiting Central Asia and the Russian Federation on their way to Europe. The beneficiary of the mission is the Afghan Government. The overall objective of this project is to strengthen regional co-operation through improving Afghan border control and Management, to sketch out a border management concept for Afghanistan’s northern areas and to contribute to its implementation on the Afghan-Tajik border. The strategy is to build up border management capacities for the Afghan-Tajik border, with special emphasis on infrastructure (crossing points) and the fight against narcotics. It seems that such programs are more efficient when they include measures aimed at increasing the awareness of the local communities. The project therefore includes a component of awareness-raising and broader support to communities living in the vicinity of the border.
Morocco 2005	Mission to identify and work out a support programme to the National Plan on Democracy and Human Rights Client: EC EuropeAid Based on the project presentation included in the National Indicative Programme, MEDA 2005-2006 for Morocco, the mission will aim at identifying a more developed programme and working out the project. The study should include draft Memorandum(a) of Understanding to facilitate this objective. The specific objective is to asses the current situation with regard to the status of the visa, migration and asylum legislation process and in particular to asses how EU funds can best facilitate progress in this area in 2005 and 2006; all in line with the European Union standards and best practices in order to strengthen Serbia and Montenegro’s capacity to formulate and implement a strategy for visa, migration and asylum.

Interventions in the 2nd phase of the Programme should be aimed at increasing administrative efficiency and the promotion of a stronger voice for civil society and political participation.The new programme should put stronger emphasis on policy-directed, evidence-based decision-making, backed by data collection and information dissemination initiatives. The identification study will research whether the political and operational conditions are in place for the EC to provide technical and/or financial support for a national census in Nigeria as requested by the National Authorising Officer (NAO) and suggest an intervention. If it finds the conditions aren’t in place, recommendations are to be made to establish a framework conducive to the holding of a correct, timely, credible, published and accepted census.

The evaluation assessed the design, implementation and results of the Conference, Workshop and Cultural Initiative Fund Project in order to determine its relevance, efficiency, effectiveness impact and sustainability in the context of its stated aim. The evaluation highlighted the lessons learnt so that the conclusions and recommendations arrived at could be taken into account by the EC and the National Treasury when implementing future interventions.

KOSOVO 2004	Preparation of a Project Fiche and Terms of Reference for European Agency for Reconstruction’s 2005 Civil Society Programme in Kosovo Client: European Agency for Reconstruction The assignment has analyzed the needs of Kosovo’s civil society and how to maximise its involvement within a very complex social environment. The contractor has assessed and defined the scope for the 2005 CARDS Civil Society programme and prepared the Project Fiche according to the required template. The contractor has prepared the Terms of Reference according to the required template. Full participation of the relevant stakeholders was attained on the design of the programme by using participatory techniques. The consultant was requested to use the Project Cycle Management methodology in the development of terms of reference with emphasis on: relevance efficiency, effectiveness, impact and operational and financial sustainability of the technical assistance.
MADAGASCAR 2004	Final Evaluation of the project SANGA III Client: EC - EuropeAid The overall objective of the mission is to evaluate ex-post the project SANGA III- 5th choreographic meeting of Africa and the Indian Ocean. The results of this evaluation grid will enable the EC Delegation for a final decision on attribution of grants by the EC.

Trinidad & Tobago 2009 – on going	Report on the socio-economic baseline in Sugar Related Areas (SRAs) in Trinidad Client): EC-EuropeAid The European Commission required an assessment report on the quality of the data collection system employed by the Central Statistical Office for monitoring - through statistical indicators - the progress in implementation of one of the strategic objectives of the National Sugar Adaptation Strategy for Trinidad and Tobago (T&T NAS). The reform of the sugar sector is proving to have significant impact on socio-economic conditions in specific areas of the country. Therefore, the availability of reliable and comprehensive datasets is essential for both stakeholders and decision makers. The report formulate a socio-economic baseline conditions study in the areas affected by the NAS, help improving the existing data collection and treatment system by the relevant government agencies in this field and formulate appropriate recommendations to achieve this result.
Guatemala 2008 - 2009	Identification and Verification of damages caused to communities affected by the construction of the hydroelectric Chixoy Client): OAS – Organization of American States ARS Progetti in 2008 was selected by the OAS to form a multidisciplinary team to undertake the identification and verification of damages to communities affected by the construction of the Chixoy hydroelectric dam in the departments of Alta and Baja Verapaz and Quiche, where 90% of the population is indigenous Maya Quiche, qéqchi, achi and pocompchi. The study constitute the basis for implementing a plan of reparation to the State of Guatemala at the affected communities. The project includes a situational analysis of the conditions of the affected communities before, during and after construction of the hydroelectric plant, the preparation of baseline surveys conducted before the construction of the hydroelectric plant in order to compare the results in a final identification of damages according to the categories of analysis and the agreements between the State and the affected communities.

Western Balkans 2008 - 2009	Promoting the role of environmental national NGOs from the Western Balkans in the context of EU enlargement Client): EC-EuropeAid The overall objective of the project is to assist NGOs in the beneficiary countries (Albania, Bosnia and Herzegovina, the Former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo) to develop their full potential as partners in the development and implementation of environmental legislation. The specific objective is to have all parties of the EU accession process to better understand the roles (and duties) of environmental NGOs and to propose working methods guidelines for Governments, NGOs and the European Commission. The project should act as catalysis to initiate a constructive partnership between NGOs, national administrations and the private sector.
Solomon Islands 2008	End Term Review of the strengthening the sanitary production of fish products (SSPFP) in Solomon Islands Client): EC-EuropeAid The Strengthening the Sanitary Production of Fish Products (SSPFP) project has been designed to respond to an urgent need to support the Solomon Islands Fishing Industry to remain an active and growing exporter to the European Union, a key market for its fishery products. The specific objectives of the assignment are: a. Analysis of the SSPFP performance and achievements vis-a-vis targets stated in the logical framework; b. Analysis of the impact and sustainability of programme interventions substantively and financially, as well as providing advise on aspects which should be replicated; c. Evaluation of the general impact of the programme, specifically taking into consideration the impact that the programme has had on communities, in particular on women associated with fish processing industry; d. Assessment of the contribution of government agencies towards planning and implementation; e. Drawing up critical lessons on project design, implementation and management and making recommendations on i) how to improve the implementation and management of such a project ii) the design features to be considered for any successor programme, iii) project risk management during implementation process.
Republic of Montenegro 2007	Elaboration of the Background Study for Establishing Protected Area/s in the area of Delta Bojana (Republic of Montenegro) Client): PEW-MC – World Bank The overall objective of this assignment is to prepare a Background Study for Establishing Protected Area/s in the area of delta Bojana in order to provide evaluation of key ecological values of the zones. Along with ecological values, the Study has reviewed main cultural and socio-economic values of the investigation area. The result of the overall evaluation is zoning of the investigated area with a defined level of conservation. The Study has defined a detailed Monitoring and Evaluation Programme for the preparation of future Protected Area/s Management Plan/s.
Chad 2007	Mission : “Intervention Strategy in the Suburban Areas (SA): Feasibility and methodology for the local Development of the SA of Zakouma National Park” Client): EC-EuropeAid The National Park of Zakouma (NPZ), in the South West of Chad, is a highly significant heritage, both at national and continental level. The conservation of this still untouched Sudan-Sahelian ecosystem makes the Park the Shrine for the environmental biodiversity preservation. There is a great number of animals living within the Park, highly important species and underspecies threatened by extinction. The general objective of this project is to guarantee a long lasting management of natural resources in the SA of the NPZ, promoting the local development through a process where local actors play a key role in the territory development.

The Ministry of Energy of the Republic of Georgia will conduct an Environmental Impact Assessment (EIA) and a Resettlement Action Plan (RAP) for the Khudoni Hydropower Project. China 2004-2005	Review and monitoring of Urban environment quality and impact of pollution reduction and Urban service improvement measures in Shaoxing Municipality Client): World Bank Shaoxing is an ancient city, which has played a key role as a regional political, economic and cultural centre. It is well known for its cultural and physical setting.
