With consideration to the damages affected by the populations because of the war, that started in Sept 19th 2002 and lasted until July 2003, a Ministry of war victims has been settled to guarantee and monitor that the governmental policy is carried out with respect to the war victims, uprooted people and refugees.The straight beneficiary of the project is the Ministry of war victims. The indirect beneficiaries are the war victims mainly, who are the uprooted, refugees, widows, orphans, the maimed, and all those who are disabled by the war.Our consultant provides the Ministry of war victims with the necessary information to make it possible the evaluation of the situation of war victims, widows, orphans, as well as groups and communities affected by this war.This study puts forward actions and measures to be taken in order to help their social integration and rehabilitation.

EU aid to Liberia remains primarily post humanitarian funded rehabilitation assistance. The first Liberia Rehabilitation Programme was approved in 1994, a second Liberia Rehabilitation Programme was approved in 1998. In July 2001, the Commission approved a third programme called the Reintegration Programme for Refugees and Displaced People for the amount of 25 MEURO. Implementation of this programme is ongoing and the programme duration was initially estimated at 24 months. The main components of this third programme are Health , Local Community Development, Water and Power. This third programme is directly managed by the Commission acting on behalf of the Government of Liberia.This assignment is a temporary measure designed to provide support to the Commission’s activities in Liberia in the field of financial and contractual management. The TA, based in Abidjan, operates under the authority of the Head of Delegation, acting on behalf of the National Authorising Officer of Liberia, in close cooperation with the Head of Finance/Contract Section. He ensures that the financial and contractual functions are performed in line with the overall EDF instructions and procedures.

The Chamber of Accounts of the Republic of Uzbekistan has expressed the need of the development of methodological bases for revision activities on each type of control activity. The project has the following three main components: Legislation and internal organization: Consultancy for the establishment of effective organizational structure of the Chamber. Operational guidance and international cooperation: Methodological development with respect to monitoring, analysis and audit, taking into account European experience and also technical assistance by other international organizations and donors. Training of staff: Training of personnel with emphasis on learning the experience of European countries with similar state institutions. The activities developed by the project are:. Provision of legal consultancy on matters of specific relevance for the CoA. Provision of methodology for on external audit, monitoring and analysis. Provision of methodology for the development of a staff training program. Provision of “ad hoc” staff training on specific matters with impact on the medium-term and long-term development of the CoA.

It stipulates approximation of standards and certification to EU practice to be pursued.The overall objective of this project is to contribute to support the economic development of Uzbekistan by upgrading its standardization and certification of products, goods and services to international practice, thus reducing trade barriers. Sudan has not been in receipt of EU development assistance since 1990 due to political differences between the EU and the Government of the Sudan. The European Commission (EC) has assisted the Afghan stabilization and reconstruction efforts with a significant contribution to three different multi-donor programmes: the Afghan Reconstruction Trust Fund (ARTF), the National Solidarity Programme (NSP), and the Law and Order Trust Fund for Afghanistan (LOTFA). These interventions have guaranteed the overall post-conflict socio-economic stability by helping the government cover its investments in its reconstruction programme.EC Delegation to Afghanistan has to assess and review the developments of the three (3) ongoing programmes (ARTF/NSP/LOTFA) and evaluate the impact of these programmes on the overall development of the country. Aspects such as sustainability, accountability, efficiency, effectiveness, complementarity and long-term impact should be investigated and taken into consideration. The mission puts forward recommendations based on consultation with the major national and international stakeholders. These recommendations are integrated in a Formulation Proposal for each of the three components and a single final Financing Proposal 2006, titled “Governance”.

The Afghan Government has taken steps to reinforce other borders but it has not done much on borders with the Central Asian Republics of Turkmenistan, Uzbekistan and Tajikistan. Tajikistan is the weakest border of the three because of its length (more than 1,500 km This certainly renders the Afghan-Tajik border more insecure and open to the illicit movement of people and goods, particularly opiates transiting Central Asia and the Russian Federation on their way to Europe. The beneficiary of the mission is the Afghan Government. The overall objective of this project is to strengthen regional co-operation through improving Afghan border control and Management, to sketch out a border management concept for Afghanistan’s northern areas and to contribute to its implementation on the Afghan-Tajik border. The strategy is to build up border management capacities for the Afghan-Tajik border, with special emphasis on infrastructure (crossing points) and the fight against narcotics. It seems that such programs are more efficient when they include measures aimed at increasing the awareness of the local communities. The project therefore includes a component of awareness-raising and broader support to communities living in the vicinity of the border.

Trafficking of humans is a serious crime which violates numerous human rights agreements, conventions, and laws. Thousands of children and women are trafficked each year across the world. It is estimated that in Bangladesh alone 10 – 20,000 women and children a year are trafficked within Bangladesh or to a neighbour country, for domestic servitude, the sex industry, hard labour, bonded labour, factory work, for girls child marriage, and for boys to be camel jockeys.The European Commission is committed to supporting the Government of Bangladesh in the implementation of its anti-trafficking strategy and to coordinating our efforts with the government and other donors.This commitment is supported by the European Commission’s national indicative programme (NIP) for 2006. Under the priority area ‘Human Rights and Democracy’ one of the Commission’s objectives is to support the GoB in its efforts to design and implement an appropriate counter-trafficking strategy, focusing on improving the effectiveness of stakeholders (central and local government, law enforcement officers, NGOs, community) and increasing civil society’s awareness and understanding of trafficking issues.

China has in recent years made considerable progress in modernising its laws and legal institutions. It has in place the institutions of a formal legal system; a framework of laws and regulations, a national court system, a national prosecutorial system, numerous accredited law schools, and a rapidly expanding legal profession. However, the capacity of China’s legal and judicial system to effectively ensure adherence, compliance and enforcement of the law in an equitable manner is still limited.In line with the European Commission’s policy towards China, the National Indicative Programme 2005-6 (NIP) foresees a major action to enhance good governance, focusing on increasing the capacity of selected Chinese legislative organs, judicial and administrative systems and law enforcement agencies. The overall objective of the programme is to support the Chinese Government in its efforts to develop a society based on the rule of law. At a later stage, the expert is required to participate in the evaluation of commercial proposals received.The principal project partner is the Ministry of Interior, specifically the Department of Forensic Science. Assistance is given to this department, to the central criminal laboratory. The primary beneficiary institution will be the Police, FYR Macedonia. S/he will produce also 2 short papers on the European perspective concerning “Access to information and quality control” and “Concepts and principles of freedom of expression” and make a presentation at the Press and Information Workshop based on these papers.The one day Press and Information Workshop will bring together around 30-40 participants: 15-20 Vientiane based Lao journalists, Ministry of Information and Culture and other Institutions officials, as well as EC officials. The principal aim of the Workshop is to contribute to an open EC-Laos dialogue and discussions at professionals’ level, in order to help enrich the official dialogue and explore avenues to enhance the freedom of expression and the role of the media in the country. The Workshop is also meant to result 2 working papers from the EC recruited expert and concrete recommendations to be discussed at the official WG Meeting.

South Africa’s transition from apartheid to democracy is a well chronicled process, with various strategies being implemented. A major scourge to this transformation agenda remains crime and violence, with a number of studies indicating that levels of criminality and violence remain unacceptable.In response, government adopted the National Crime Prevention Strategy, which among other things advocated for a victim centred approach to preventing crime and violence. A key component in this regard was the establishment of an inter-department, national Victim Empowerment Programme (VEP) located in the Department of Social Development. VEP emphasises crime as a social issue rather than a security issue. The ultimate purpose of the programme, as captured in the VEP mission statement, is to provide a caring and supportive service to victims of crime that is accessible, timeous and thorough, thus contributing to a sense of empowerment and an environment conducive to peaceful communities.

In 2003, Turkey and Bulgaria agreed to participate in an EC Cross-border Co-operation (CBC) Programme. Preparations are under way for the first programme that will cover the years 2004-2006. CBC is an ongoing process that will continue beyond 2006. Under the “Development and modernisation of cross-border infrastructures” measure, a project has been identified for implementation in the programming years 2004 and 2005 involving the restoration of the Ekmekçizade Caravanserai in Edirne and its conversion into a cultural, trade and business centre. The restored caravanserai will mainly serve the needs of the local communities on both sides of the border between Turkey and Bulgaria.The specific objectives of this assignment is to provide technical assistance to support the Office of the Governor and the Special Administration of the Province in Edirne to finalise the feasibility study for the restoration of the Ekmekçizade Caravanserai, and to prepare the works tender dossiers in line with EU procurement requirement (including technical specifications and technical drawings) for the restoration works.
