South Africa’s transition from apartheid to democracy is a well chronicled process, with various strategies being implemented. A major scourge to this transformation agenda remains crime and violence, with a number of studies indicating that levels of criminality and violence remain unacceptable. In response, government adopted the National Crime Prevention Strategy, which among other things advocated for a victim centred approach to preventing crime and violence. A key component in this regard was the establishment of an inter-department, national Victim Empowerment Programme (VEP) located in the Department of Social Development. VEP emphasises crime as a social issue rather than a security issue. The ultimate purpose of the programme, as captured in the VEP mission statement, is to provide a caring and supportive service to victims of crime that is accessible, timeous and thorough, thus contributing to a sense of empowerment and an environment conducive to peaceful communities.
